    The new directly awarded franchise for TransPennine that begins in April 2015 will aim to provide train services at the same level as is currently available to passengers today until the start of the new competed franchise, expected in February 2016.

    To ask the Secretary of State for Justice, how many people have been convicted of an offence contrary to sections 126 to 129 of the Mental Health Act 1983 in each of the last four years.

    The number of offenders found guilty of offences under Sections 127 and 128 of the Mental Health Act 1983 in England and Wales, from 2008 to 2012 (latest data available) can be viewed in the table. There have been no findings of guilt recorded under Section 129 in this time period.

    Court proceedings data for 2013 are planned for publication in May 2014

    Data for offences under Section 126 of the Mental Health Act 1983 cannot be separately analysed from other offences under other statutes. This information is held by the individual courts in England and Wales but could only be separately identified at disproportionate cost

    The value of all BBC services, including its local and regional services, should be considered as part of the review of the BBC’s Charter. Government has yet to announce the timing, scope and process for Charter Review, so it would be premature to make any assessment at this point.

    To ask the Secretary of State for Business, Innovation and Skills, what facilities his Department has identified to allow (a) company directors, (b) bankrupts and (c) others to be interviewed locally after the closure of the Hull Official Receiver’s office.

    The Insolvency Service announced its decision to close its Hull office on 27 March 2014 and indicated that the intention was to preserve the services to customers by opening an interview facility in the Hull area. Also on 27 March 2014 I wrote to local Members of Parliament to share their views on local issues that might influence the location of a local interview facility. These views, along with analysis of customer information, will be used to select the precise location. The facility will be operational by the time of the closure, in November 2014.

    Murder, infanticide and kidnapping are all indictable only offences. A life sentence is mandatory for murder and the maximum penalty for infanticide and kidnapping.

    The number of offenders found guilty at all courts of ‘murder’, ‘infanticide’ and ‘kidnapping’ in England and Wales from 2009 to 2012 (latest data available) can be viewed in the table.

    Court proceedings data for 2013 is planned for publication in May 2014.

    To ask the Secretary of State for the Home Department, how many calls were made to the National Domestic Violence Helpline in 2013; and how many such calls mentioned use of (a) any weapon and (b) a firearm.

    The Home Office provides funding to the National Domestic Violence Helpline,
    which is run jointly by Women’s Aid and Refuge. Latest management information
    provided by Women’s Aid and Refuge sets out that in the first half of financial
    year 2013/2014 (April -September 2013), the National Domestic Violence Helpline received
    78,894 calls.

    This data does not provide information on the number of calls that mention the
    use of any weapon or firearms.

    To ask the hon. Member for South West Devon, representing the Speaker’s Committee on the Electoral Commission, what the electoral registration figures were in each ward in the recent confirmation dry run conducted in Hull.

    The Electoral Commission informs me that the confirmation dry run involved matching all entries on the electoral registers against the Department for Work and Pensions (DWP) Customer Information System database. Entries would be marked as green if they matched with DWP, amber if they were a partial match or red if there was no match.
