    The Quality Contract Scheme Board’s report concerns a proposal under existing legislation. The Department has considered the report internally but has not sought any external legal advice on the findings of the Quality Contract Scheme Board.

    To ask the Secretary of State for Justice, if he will place in the Library the improvement plan developed by South Yorkshire Community Rehabilitation Company in response to the audit conducted by his Department.

    The action plan developed by South Yorkshire Community Rehabilitation Company in response to the operational assurance audit last year is commercially sensitive.

    We hold providers rigorously to account for their performance and take action wherever they are falling short. Following an audit by the Ministry of Justice, South Yorkshire CRC has now developed an action plan. We will continue to monitor the CRC’s performance closely.

    Our probation reforms are designed to make sure almost all offenders receive support on release, including, for the first time, those sentenced to less than 12 months.

    To ask the Secretary of State for International Trade, what discussions he has had with representatives of Japanese businesses operating in the UK on the memorandum presented by the Japanese government to the Prime Minister at the recent G20 summit.

    Ministers and senior Government officials have held regular discussions with Japanese investors operating in the UK since the referendum in June. This continued after the Japanese Government published their memorandum on 2 September. My Rt. Hon Friend the Secretary of State for International Trade and my Noble Friend the Minister of State for Trade Policy have met with the Ambassador of Japan to the United Kingdom Mr Koji Tsuruoka. On 4 October my Noble Friend the Minister of State for Trade Policy met Japanese investors to hear their views and my Hon. Friend the Parliamentary Under Secretary of State for International Trade also met Japanese investors while in Japan on 5-6 October.

    The Quality Contract Scheme Board’s report concerns an individual case brought under existing legislation. It is not about the bus franchising powers which will be included in the Buses Bill.

    The Government is determined that local transport authorities with ambitious plans to grow and develop should be given the powers they need, and we will legislate through the Buses Bill to deliver on that ambition.

    To ask the Secretary of State for Transport, what representations he has received on the provision of lorry parking facilities on the strategic road network; and what steps he is taking to improve the provision of such facilities.

    We have received three letters on this subject from MPs, plus several from hauliers and lorry drivers. We have also received representations in meetings with the Freight Transport Association, the Road Haulage Association and Unite the Union.

    We are concerned by suggestions that a lack of suitable, affordable facilities is one of the factors leading to the current shortage of lorry drivers. Therefore we are having discussions with the haulage industry and Highways England to see what improvements are possible.

    1. Notifications made under the Performers List Regulations; and
    1. Operation of the Healthcare Professional Alert Notice System.

    £42,000 has been allocated to advertisements on the London Underground.

    The Government’s new National Living Wage is a step up for working people, so it is important workers know their rights and that employers pay the new £7.20 from April 1st. The campaign will tell people about their entitlements and is targeted at employers, and workers currently earning the National Minimum Wage.
