    To ask the Secretary of State for the Home Department, what the status is of the 2003 Le Touquet Treaty in international law.

    Juxtaposed Controls were introduced for short sea crossings by the “Treaty Between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the French Republic Concerning the Implementation of Frontier Controls at the Sea ports of Both Countries on the Channel and North Sea”, signed at Le Touquet on 4 February 2003.

    This bilateral agreement between the UK and France provides for immigration controls to be conducted by the country of arrival in designated control zones in the country of departure at both French and UK sea ports on the Channel and North Sea, including Calais and Dunkirk in France, and Dover in the UK.

    The Le Touquet Treaty is an agreement concluded between the UK and France under international law.

    The Ministry of Justice is responsible for administering probate.

    The amount of fee income accrued to the public purse in probate fee charges (after remission) increased from £19m in 2013/14 to £41.5m in 2014/15 following fee increases introduced in April 2014.

    The annual cost to the Ministry of Justice of administering probate in 2014/15 was £42.5m.

    The Department for Business, Innovation and Skills (BIS) is in line with the Civil Service Talent Action Plan, refreshed in March 2016. The Plan commits departments to actions that aim to remove barriers to success faced by underrepresented groups. The Department is committed to promoting a culture of inclusivity which celebrates, respects and encourages diversity in its workforce and recognises the benefits a diverse workforce provides and the improved business practices this can create.

    BIS’ commitment to building a diverse workforce is demonstrated by activities such as supporting staff on Civil Service diversity talent schemes and establishing an internal diversity mentoring programme. The Department has undertaken an extensive internal communications campaign to build awareness and promote inclusivity. The Department has appointed a Board level Diversity Champion and director-level champions. The champions are responsible for promoting diversity issues, acting as a senior role model and providing strategic support to colleagues and internal staff networks.

    Network Rail is currently developing proposals for potential upgrades of the Brighton Main Line, following the conclusions of the Sussex Route Study, and the London South Coast Rail Corridor Study, both of which highlighted significant capacity and performance constraints. Government will fund Network Rail to develop proposals as necessary.

    The Department for Education fully supports Public Health England’s current campaign to encourage children to reduce the amount of sugar they eat.

    The Department’s considerable social media reach has been mobilised in support of the campaign. We have been using numerous channels to promote the Sugar Smart app and other materials related to this year’s Change4Life campaign, including the teacher toolkits distributed directly to 16,500 primary schools in England.

    To ask the Secretary of State for Justice, what steps the Government is taking to (a) reduce the number and (b) support the families of people reported as missing for more than three months; and when he expects to bring forward legislative proposals on the proposed guardianship bill.

    The government is currently reviewing the Missing Children and Adults strategy, originally published in 2011. We are engaging with a wide range of stakeholders, including the charity Missing People, to update the guidance given in relation to all cases of children and adults going missing. The refreshed strategy will be published later this year and will include measures relating to preventing people going missing and improving the responses by all agencies to the families of long-term missing persons. We will introduce legislation to create a new legal status of guardian of the property and affairs of a missing person as soon as parliamentary time permits.

    Ofgem closely monitors domestic energy supplies’ performance and publishes information on the number of prepayment meters installed for debt in Great Britain each year. The data does not show how many prepayment meters were installed for indebted customers in the Wakefield constituency.

    The table below shows the number of prepayment meters installed to manage debt in GB in 2010 to 2014. Ofgem does not monitor the gas and electricity supply market in Northern Ireland, as it is devolved matter.
