    To ask the Secretary of State for the Home Department, what provision exists for the Syrian spouses of British nationals to come to the UK to join their families.

    There are several refugee schemes in operation under which a Syrian national may be able to qualify to come to the UK, including the Syrian Vulnerable Persons Resettlement Scheme and Mandate – which resettles those recognised as refugees and judged to be in need of resettlement by the UN High Commissioner for Refugees and who have a close family member in the UK who is willing to support them.

    In addition, a Syrian national can apply to join their British citizen spouse or partner in the UK under the Family Immigration Rules. If the requirements of the rules are not met, the entry clearance officer will consider whether there are exceptional or compassionate circumstances which may warrant a grant of entry clearance outside the rules.

    To ask the Secretary of State for Defence, what Armed Forces Day events in Northern Ireland during June 2016 his Department plans to support.

    Armed Forces Day events provide opportunities for the nation to show their support of the Armed Forces. These events are community-led and can come in many different forms, from the national event through to local events organised by councils, ex-service organisations, community groups and schools. These events can be followed on Twitter using #SaluteOurForces.

    The Ministry of Defence (MOD) does not directly support specific Armed Forces events; other than the national event which will be held this year in Cleethorpes, in North East Lincolnshire, on Saturday 25 June. We do invite local authorities and community organisations to consider hosting an event and to apply for funding from the Ministry of Defence.

    Part-funding applications have been received for the Northern Ireland Regional Armed Forces Day event, which is scheduled to take place in Antrim on 18 June. Events will also be hosted in Articlave, Portglenone and Belfast on 25 June.

    As events are registered by their organisers, they will be published on the Armed Forces Day website: www.armedforcesday.org.uk

    The Government Property Unit is working closely with Oldham Council and others across Greater Manchester on future plans across the public sector estate. Oldham Council is part of the Greater Manchester Combined Authority Partnership on the One Public Estate Programme. The programme, delivered by Cabinet Office and the Local Government Association, aims to maximise local economic growth from better use of public assets. 108 councils have recently joined a third phase of the programme. Together, they expect to generate £172 million capital receipts, reduce running costs by £65 million, and create 30,000 new homes and 43,000 new jobs over the next 5 years.

    Average earnings are published by the Office for National Statistics, for all departments on an annual basis. The latest publication date was 8 October 2015. Breaking these figures down to an hourly basis could only be provided at disproportionate cost.

    The Government remains committed to developing the UK as a global centre for Islamic Finance. This work includes issuing sovereign Sukuk of £200 million in 2014; adapting the tax regime to remove the major tax barriers to Islamic finance transactions; and UK Export Finance issuing its first ever Sharia-compliant export credit guarantee for a 10-year US$913 million Sukuk that was issued by Emirates Airlines in March 2015. This was used to finance the acquisition of 4 Airbus A380 aircraft.

    Out of 308 free schools that have opened since 2011, four have closed. One free school closed in academic year 2013/14 and three closed in 2014/15.

    To ask the Secretary of State for Education, what establishment types and educational provision arrangements are included within the category of other arrangements made by local authority used in the statistics and analysis on statements of special educational needs and education, health and care plans in England published on 26 May 2016.

    The number of children and young people with a statement or education, health and care (EHC) plan who are educated at home is not specifically collected in the ‘Statements and EHC plans England: 2016’ publication[1]. However, as these children and young people will be included in the total number of children and young people with statements and EHC plans, local authorities are likely to have included these children and young people in the ‘other arrangements made by the local authority’ or ‘other arrangements made by the parent’ category.

    The number of children and young people with statements or EHC plans who are not in employment, education or training (NEET) is not specifically collected in this statistical first release. Where young people have a statement or EHC plan and are NEET, they will be included in one of the other categories, e.g. ‘other arrangements made by local authority’ or ‘awaiting provision’.

    There is not an exhaustive list of arrangements included in the category of ‘Other – arrangements made by the local authority in accordance with Section 319 of the Education Act 1996 or Section 61 of the Children and Families Act 2014’. The published SEN 2016 guide for local authorities[2] completing this part of the collection is as follows:

    ‘Section 319 of the Education Act 1996 empowers an authority to provide education for children with special educational needs “other than in school”. This may include education in centres run by social services or at home. Children would not normally be on another school register.

    ‘Section 61 of the Children and Families Act 2014 empowers an authority to provide education for children and young people with special educational needs “other than in school, post-16 institutions, etc”. This may include education in centres run by social services or where the local authority has named home education on an EHC plan.’
