    To ask the Secretary of State for Education, pursuant to the Answer of 15 June 2016 to Question 40256, what steps she is taking to ensure that a school which is not required formally to consult about academy conversion takes into account the views of local stakeholders.

    As set out in the answer to question 40256, the Education and Adoption Act 2016 requires that where schools are eligible for intervention, the incoming sponsor of the academy is required to communicate to parents its plans for improving the school. The Department will confirm that sponsors have complied with this duty prior to enter into a Funding Agreement with the Trust.

    Recent progress on the wreck of HMS Victory 1744 has included a survey of the site by HMS Echo. When the results of this survey have been analysed they will be discussed by the members of the Victory 1744 Advisory Group as part of the ongoing work to protect this historically important site.

    To ask Her Majesty’s Government what assessment they have made of the public policy implications arising from the recent reports that one 41-year old man has fathered up to 800 children by providing his gametes to women seeking to become pregnant.

    According to media reports, this particular case concerns private arrangements made between individual women seeking sperm for home insemination and the man providing the sperm. There is no third party involved. Such private arrangements between a man and a woman are not regulated. We understand that there is also no evidence to support the claim of up to 800 children having been born.

    It is important that women seeking sperm donation treatment fully understand the benefits of using clinics licensed by the Human Fertilisation and Embryology Authority.

    To ask Mr Chancellor of the Exchequer, what progress officials in his Department have made on incorporating the proceeds of the £227 million fine imposed on Deutsche Bank in relation to their Libor activities into a new three-year fund to create 50,000 apprenticeships.

    This government will be spending twice as much in cash terms on apprenticeships by 2020 compared to 2010. Spending on apprenticeships in England will be £2.5bn in 2019-20. The BIS spending review settlement for apprenticeships reflects the government’s commitment regarding the proceeds of the Libor fine the FCA announced in April 2015. Further announcements that support the government’s commitment to delivering employment opportunities for young people will be announced in due course.

    EROs are already free to work with local schools and colleges in their area and many already do. In addition the Cabinet Office has published a collection of free learning resources aimed at engaging young people in the democratic process. This includes Rock Enrol! which can be used in an educational setting and provides an opportunity for participants to register to vote. The N.I.registration is different from the rest of the UK, so the schools initiative might would not necessarily translate easily across.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether the Government has taken steps to ensure that any UK Trade and Investment deals with China announced during President Xi’s visit to the UK of 2015 are consistent with the UK’s obligations and stated commitments under the National Action Plan on Business and Human Rights.

    The Government provides guidance to UK companies to help them comply with their obligations on human rights throughout their global operations, including with respect to China. We maintain the joint FCO-UKTI Overseas Business Risk (OBR) service, which ensures up to date information on relevant human rights issues in China. In line with the revised National Action Plan on Business and Human Rights (published May 2016) we encourage all companies doing business overseas to follow the UN Guiding Principles on Business and Human Rights. We have published guidance on transparency in supply chains and reporting requirements under the Modern Slavery Act 2015. The Government is also working to advance the rule of law in China to promote a fair, transparent and predictable business environment for British business in China.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate her Department has made of the proportion of registered farm businesses which have access to superfast broadband.

    The Government is investing £780 million in superfast broadband. This will enable 95% of homes and businesses, including those based on farms, to have access to superfast broadband by the end of 2017. Clawback from contracts could extend this further. Standard broadband of at least 2Mbps was made available to everyone by the end of 2015, enabling digital access to all public services, and superfast broadband is now available to over 90% of UK premises – up from 45% in 2010. We are looking at superfast solutions for the last 5%. Farmers will also benefit from the broadband Universal Service Obligation which we are working to introduce by 2020, with an ambition that this will be set at 10 megabits per second.
