To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to prevent the use of fraudulent roofing materials in the building of new houses.

Building Regulations require that building work is carried out with adequate and proper materials which are appropriate for the circumstances in which they are used. Building control bodies are responsible for checking compliance as with any other Building Regulations’ requirements. In addition, if a building material is covered by a harmonised European standard, the requirements of the European Construction Products Regulation will apply. This Regulation is enforced by local authorities (trading standards in England, Scotland and Wales and District Councils in Northern Ireland).

To ask the Secretary of State for Transport, what information his Department holds on the progress of repairs to the Loyn Bridge in Gressingham in the Lune Valley in Morecambe and Lunesdale constituency.

Progress in respect to the repairs to the Loyn Bridge following damage caused by the winter storms is entirely a matter for Lancashire County Council as local highway authority. The Department for Transport ‎has provided £5 million funding to the Council and they will undertake repairs to the bridge as soon as practicable.

Kevin Brennan – 2016 Parliamentary Question to the HM Treasury

To ask Mr Chancellor of the Exchequer, if he will undertake a comparative assessment of levels of business rates applying to steel producers in the UK and in other EU member states.

The government concluded the Business Rates Review at Budget 2016. The government consulted with stakeholders, including the steel industry.

From April 2020, business rates for all businesses, including the steel industry, will be cut through a switch in the indexation of business rates from RPI to the main measure of inflation currently CPI.

The government has worked hard to deliver on the steel industry’s key asks. We (a) secured state aid approval to compensate for energy costs, (b) secured flexibility over EU emissions regulations, (c) published guidance so that the true value of UK steel can be taken into account in major procurement decisions, and (d) continue to tackle unfair trading practices at an EU and an international level

To ask the Secretary of State for Communities and Local Government, what assessment he has made of the reasons for the number of small housing applications that are declined on the basis that they are unsustainable.

We do not hold information centrally on why permissions for small sites are refused. Each planning application for development is determined in line with the development plan unless material considerations indicate otherwise, taking account of the relevant planning matters and the views of the local community. Small sites play an important contribution to meeting overall housing need. In the year to March 2016, planning permission was granted for 40,000 dwellings on sites of less than 10 units, up 3% on the year to March 2015.

The planning system has strong levers in place to support the delivery of small sites, including through strong national planning policy and extensive permitted development rights. Through the Housing and Planning Act we have introduced further proposals which will help provide greater opportunities for small-and medium-sized companies to enter the development market, promote custom build development and make effective use of developable land.

Robert Flello – 2016 Parliamentary Question to the Department for Transport

To ask the Secretary of State for Transport, what estimate his Department has made of the amount in tolls, charges, penalties and fees which remain unpaid by (a) commercial and (b) domestic drivers from outside the UK in each of the last five years.

The Government takes recovery of non-payment of tolls, charges, penalties and fees very seriously both by UK and non UK drivers. When it is non-payment from a non UK driver a European debt recovery agency is used to support recovery of outstanding charges.

It is not possible to identify the amount in tolls, charges, penalties and fees which remain unpaid by (a) commercial and (b) domestic drivers from outside the UK in each of the last five years without incurring disproportionate cost as this information could only be obtained by a search of all tolling, charging, penalty charging and fee systems.

Lord Hoyle – 2016 Parliamentary Question to the Ministry of Defence

To ask Her Majesty’s Government whether steel produced in Britain will be used for the construction of the Type 26 Frigates and other vessels announced in the recent Strategic Security and Defence Review.

As to the source of steel to be used for the construction of the Type 26 Global Combat Ships, I refer the noble Lord to the answer given by my hon. Friend, the Minister for Defence Procurement in the House of Commons on 20 January 2016 to Question 22739.

The National Security Strategy and Strategic Defence and Security Review 2015 (Cmd 9161) also announced that we will launch a concept stage for a new General Purpose Frigate, build two further Offshore Patrol Vessels and buy three new logistics ships to support the Fleet. As with the Type 26 Global Combat Ship, it is too early to say from where the steel for these programmes will be sourced, but a range of UK suppliers and others will be invited to bid and provide steel for these programmes.

To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to (a) encourage innovation and competition amongst broadband network providers and (b) reduce monopoly control over broadband infrastructure.

It is a matter for Ofcom to monitor and regulate competition in electronic communications markets and last year it launched a Strategic Review of Digital Communications. Maintaining and promoting competition and innovation in the electronic communications markets are key areas that Ofcom is considering.

The promotion of competition and innovation in the telecommunications sector is high on the Government’s list of objectives for the European Commission’s review of the Electronic Communications regulatory Framework, as was reflected in our response to its consultation. Proposals from the Commission are expected later this year.
