    To ask Her Majesty’s Government what national measures are in place to ensure that clothing and shoes are available for refugee children on arrival in the UK.

    Any unaccompanied child who arrives in the UK receives clothing packs. All unaccompanied children present in the UK, regardless of their immigration status, are afforded the same level of care and support as British children. Unaccompanied refugee children brought to the UK through provisions in the Immigration Act 2016 will be given the appropriate support and care required. We continue to consult with local authorities on the best way to implement this legislation.

    Last year the UK received 3,043 asylum applications from unaccompanied asylum seeking children. We have robust measures in place to receive and safeguard them. In addition we have committed to section 67 in the Immigration Act 2016 to receive unaccompanied children from Europe where it is in their best interests.

    We are consulting with relevant non-governmental organisations, the UN High Commissioner for Refugees (UNHCR), local authorities and relevant Member States on the best way to implement the Immigration Act 2016 provisions for the transfer of unaccompanied refugee children from Europe to the UK. We will ensure we have the right support for unaccompanied refugee children who arrive in the UK from Europe whilst ensuring we fulfil our obligations to children who are already in UK.

    To ask the Secretary of State for Communities and Local Government, how many women have received tuition under the English language tuition scheme since January 2016.

    As the first step in rolling out the new £20 million programme we have committed just over £3 million to enable six providers who delivered the Department’s previous community-based English language programme to provide new tuition to over 10,000 people by March next year.

    We will shortly be issuing a new Prospectus, inviting applications to run the bulk of the new programme from 2017. The nature and targeting of that provision will be informed by Louise Casey’s Review of Integration and Opportunity.

    We will monitor the new Programme to assess its effectiveness in meeting its objectives.

    ​It is standard practice to evaluate all Foreign and Commonwealth Office (FCO) programmes and project work. Projects are continuously monitored through regular meetings with stakeholders and implementers, visits and monthly and quarterly reports. The outcome of these evaluations is used to inform and improve any future assistance that we may provide. The FCO provides updates on its programme work in its annual Human Rights report.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the progress made by the Troubled Families initiative in the Peterborough City Council area since 2011; and if he will make a statement.

    The Troubled Families Programme in the Peterborough City Council area helped produce successful outcomes with 450 troubled families. This was assessed according to whether children were attending school, youth crime and anti-social behaviour had been reduced, and adults from troubled families were helped off out-of-work benefits and into continuous employment.

    Under the provisions of the Welfare Reform and Work Bill, I will be reporting on the progress of the Troubled Families Programme annually.

    Innovation is a key driver of productivity and the UK ranks among the best in the world in various indices. The Government is focussed on creating the best conditions for innovative businesses to flourish and will be protecting, in cash terms, total spending on business led innovation through Innovate UK.

    We are exploring the range of finance products, including loans, available in a number of other countries. We will also be conducting market research to engage with, and further understand the needs of, innovative businesses in the UK.

    The Government also intends to commence pilots to test specific finance products before progressing to full roll out.

    To ask Her Majesty’s Government in the light of the news that the HALO Trust has been granted approval to clear mines around the site of the baptism of Christ, what representations they plan to make to the government of Israel about clearing mines along the River Jordan that were laid during the 1967 war.

    We welcome the HALO Trust’s work in the West Bank and are pleased that the UK has provided support to this. We will continue to liaise with Israeli and Palestinian authorities on these activities. The British Government has not lobbied the Israeli government to clear mines laid in 1967 along the rest of Jordan River.

    To ask the Secretary of State for Education, what the total cost to the public purse was of the Small Schools Taskforce report on free school meals.

    The small schools taskforce was made up of a number of local authority and private sector caterers and manufacturers who were unpaid but could claim expenses. The total value of the contract to deliver action arising from the School Food Plan was £204,000. We are able to directly attribute around £10,000 of this to the work of the Small Schools Taskforce; in addition there would have been small amounts claimed in expenses for the other taskforce members.

    ​We monitor all allegations of chemical weapons use in close cooperation with international partners and the Organisation for the Prohibition of Chemical Weapons (OPCW). We are aware that the OPCW is looking into the allegations contained in the Amnesty International report. We unreservedly condemn chemical weapons use by anyone, anywhere.
