    To ask Her Majesty’s Government what plans they have to highlight play as a key strand of the Government’s policy on parenting and life chances.

    I refer the noble Baroness to the answer given on 9 March to PQ 29736, which I have also set out below:

    The Department for Education recognises that play has an important role in supporting all young children to develop and prepare for later learning.

    Play is integral in the early years and is covered in the statutory Early Years Foundation Stage framework which states: “Play is essential for children’s development, building their confidence as they learn to explore, to think about problems, and relate to others.” The framework is attached.

    The Government’s forthcoming Life Chances Strategy will set out a comprehensive plan to fight disadvantage and extend opportunity. Within this, we are considering how we can support early years and parenting to give children the best start in life.

    To ask Mr Chancellor of the Exchequer, for what reasons the income of the highest-earning parent is used to assess eligibility for child benefit rather than the joint incomes of both parents.

    If the Government were to use total household income as the criteria for the High Income Child Benefit Charge on households, this would require collecting information of the incomes of everyone in each of the eight million households receiving Child Benefit. This would effectively introduce a new means test. The Government’s approach withdraws Child Benefit from those on high incomes, whilst having no impact on the majority of claimants.

    The number of direction appeals referred to the Schools Adjudicator by maintained schools (following a direction from a local authority to admit a pupil) was: 2012 – 14; 2013 – 11; 2014 – 14; 2015 – 8; 2016 (as of 6 September 2016) – 5.

    Potential conflict of interest is addressed by the existence of a formal partnership agreement which sets out the basis on which the Verderers of the New Forest, the Forestry Commission and the New Forest National Park Authority will work together to implement the Verderers’ New Forest Higher Level Stewardship (HLS) Agreement. The partnership has appointed a project board to steer and oversee the implementation of the HLS agreement and the board’s terms of reference enable it to address any potential conflicts of interest.

    The latest government guidance was published by MAFF in early 1989 and in 2000, a ‘predictive map’ for Agricultural Land Classification (ALC) was created which complemented but did not replace the ALC maps. Research funded by Defra, published on 14 January, looked at the predicted effects of climate change on ALC grading. Whilst the work has shown the ALC system to be robust it highlights that changes to grading may be required post 2030.

    To ask the Secretary of State for Education, what plans she has to include LGBT issues in sex and relationship education in schools.

    All schools should offer high quality, age-appropriate sex and relationship education (SRE), and build a curriculum that meets the needs of all their students. We expect schools to ensure that young people feel that SRE education is relevant to them.

    SRE is compulsory in all maintained secondary schools and many primary schools also teach SRE, in an age-appropriate manner. We expect academies and free schools to deliver relationship education as part of their provision of a broad and balanced curriculum. Any school teaching SRE must have regard to the Secretary of State’s SRE guidance.

    We welcome the supplementary SRE guidance, SRE for the 21st Century, produced by Brook, the PSHE Association and the Sex Education Forum, which includes guidance on ensuring that SRE is inclusive. All children and young people, regardless of background or identity, are entitled to quality SRE that helps them build confidence and stay healthy.

    NHS England has been rapidly working on their plans for access to treatment during 2016/17 following enactment of the National Institute for Health and Care Excellence technical appraisal guidance and has committed to produce an operational framework for the treatment of hepatitis C during 2016/17. This will set out NHS England’s commitment to improving outcomes in hepatitis C across England.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many instances of (a) illegal and (b) unregulated fishing have been recorded in Antarctic waters by the UK in each of the last five years.

    Over the last five years the UK has not identified any instances of illegal or unregulated fishing within the Convention Area. This is in part due to the reduction in the global illegal, unreported and unregulated fleet and the stringent measures put in place by the Commission for the Conservation of Antarctic Marine Living Resources (the Commission). Where other States Parties have identified illegal, unreported and unregulated operations, the UK has worked within the Commission to take steps to combat those activities.
