    To ask the Secretary of State for Foreign and Commonwealth Affairs, when he plans to publish a timetable for those UK’s Overseas Territories with financial centres producing credible plans to adopt public registers of beneficial ownership.

    The Government is in discussion with the governments of the Overseas Territories on their plans to improve company transparency. The Territories have agreed to hold beneficial ownership information in central registers, or similarly effective systems, which need to meet the three criteria the UK set out in a letter to Territory leaders in March 2015. These are laid out in the answer my hon. Friend, the Member for South West Hertfordshire (David Gauke MP), gave on 16 October 2015 (PQ10437, PQ10438 and PQ10448).

    To ask the Secretary of State for Health, pursuant to the Answer of 10 December 2015 to Question 18621, what further assessment he has made of levels of preparedness among clinical commissioning groups (CCGs) for the planned transfer of obesity surgery commissioning responsibilities to CCGs in April 2016.

    NHS England is supporting the transfer of commissioning responsibilities to ensure that clinical commissioning groups are fully prepared to assume the role working through collaborative commissioning forums.

    NHS England have provided a commissioning information pack including a stocktake of local services, care pathways, waiting times and a quality overview for each local area. National clinical experts are currently finalising commissioning and clinical guidance on standards for the adult obesity surgery pathway.

    The draft service specification reflects best practice and describes the standard providers will need to meet for the surgical service.

    To ask Mr Chancellor of the Exchequer, what estimate he has made of the number of people in Solihull who will pay less income tax as a result of the increase in the personal allowance announced in Budget 2016.

    The £300 increase in the personal allowance announced at Budget 16 is estimated to have reduced income tax for 28.9 million income tax payers in 2017-18. Of these individuals, 2.4 million live in the West Midlands region, which includes the Parliamentary Constituency of Solihull.

    These estimates are based on the 2013-14 Survey of Personal Incomes, projected to 2017-18 using economic assumptions consistent with the Office for Budget Responsibility’s March 2016 economic and fiscal outlook.

    HM Treasury does not publish this information at constituency level.

    We want to accelerate the transformation and digitisation of the Land Registry, improving the service it offers.

    However, we would only proceed with any change if we were convinced it would provide a continued appropriate level of service.

    To ask Mr Chancellor of the Exchequer, what steps he is taking to assess the effect of the UK’s tax treaties with developing countries on tax revenue in those countries.

    By governing the taxation of cross-border income flows in a predictable manner and eliminating double taxation and excessive taxation, tax treaties promote international trade and investment, leading to sustainable tax revenues, which are vital in financing for development. However, as my predecessor and Rt Hon Friend the Member for South West Hertfordshire has stated in response to similar questions, given the long timescales, complex and shifting interactions with domestic law, large and unpredictable behavioural effects and the lack of a sensible comparator, it is not possible to produce meaningful estimates of the revenue effects of double taxation agreements, and successive Governments have never attempted it.

    The Home Office publishes data on asylum initial decisions in Table as_01 (Asylum data tables Volume 1) of the quarterly Immigration Statistics release. A total of 166,445 main applicants have been granted asylum or an alternative form of protection since January 2000. An annual breakdown of this total is provided in the attached table.

    To ask the Secretary of State for Health, what grants have been made by his Department to registered charities in the last 12 months; and if he will make a statement.

    The Department makes a number of grant payments to non-public sector bodies each financial year to support key policy objectives. This includes grants made to registered charities as well as other voluntary organisations.

    In the last year, grants have been made to voluntary organisations, including registered charities as part of:

    (a) The Innovation, Excellence and Strategic Development scheme. This is a competed scheme where successful applications are funded for up to three years; this provides funding to support proposals with a clear focus on supporting and driving forward new ideas (Innovation), or consolidating or expanding the benefits from successful projects (Excellence) or undertaking of strategic developments in voluntary sector capacity or capability within the health and care field.

    (b) The Health and Social Care Volunteering Fund is a competed scheme which uniquely combines grant funding and support to voluntary organisations to increase their capacity, to get the maximum benefit from volunteers.

    (c) The Strategic Partner Programme is a system-wide cohort of voluntary sector partners who use their knowledge, expertise and reach to inform and shape policy.

    (d) Specific Policy Grants supporting Departmental policy.
