    To ask the Secretary of State for Education, what assessment she has made of the effect of super centres on smaller, privately-funded child care businesses located close to them.

    There is a duty on local authorities to judge what provision is appropriate to meet local needs in their areas. An overarching statutory framework places a legal duty on local authorities to have arrangements in place to secure sufficient children’s centres to meet local need and to consult where changes are planned to local children’s centre provision.

    In deciding what arrangements to make, local authorities must have particular regard to the quality and quantity of early childhood services in the area. Local authorities are best placed to understand local needs and the different ways children and families can be supported locally.

    To ask Mr Chancellor of the Exchequer, whether decisions to close HM Revenue and Customs offices are subject to ministerial approval on a case-by-case basis.

    As HM Revenue and Customs (HMRC) announced in November, it is transforming the way it works to be able to deliver better public services at lower cost to the taxpayer, meeting the Government’s challenge to all departments to do more with less.

    As part of that programme, HMRC plans to bring together its employees in 13 Regional Centres. These will be large, modern offices, equipped with the digital infrastructure and training facilities needed to build a more highly-skilled workforce.

    Treasury Ministers are supportive of the objectives of HMRC’s transformation programme. However, HMRC is a non-ministerial department and decisions on where to locate the future Regional Centres are operational ones, which are ultimately approved by its Executive Committee.

    To ask the Secretary of State for Work and Pensions, what steps the Government has taken to implement the health and safety requirements set out in EU Directive 2013/35/EU on the exposure of workers to risks arising from electromagnetic fields.

    The Government has been working for the last three years to transpose the requirements in EU Directive 2013/35/EU by 1 July 2016. The Health and Safety Executive (HSE) has worked closely with industry, trade associations, unions and other affected parties in developing an implementation approach which ensures workers are properly protected and employers are not subject to unnecessary burdens.

    Formal public consultation gave strong support for transposing the Directive’s requirements into standalone regulations, the Control of Electromagnetic Fields at Work Regulations 2016, which are tightly focused on areas not covered by existing legislation.

    In conjunction with stakeholders, HSE has developed practical and clear guidance for employers on complying with the new regulations and managing risks from electromagnetic radiation. This will be published to coincide with the introduction of the Regulations on 1 July 2016.

    The A17 forms part of the local road network and is the responsibility of Lincolnshire County Council and Nottinghamshire County Council. Responsibility for maintenance of the road rests with the relevant Local Highway Authority. Plans for future improvement and requests for funding are matters for the relevant Local Highway Authorities to put forward to their relevant Local Enterprise Partnerships.

    To ask the Secretary of State for Work and Pensions, what assessment he has made of the potential effect of the removal of housing allowance for 18 to 21 year-olds who receive universal credit in the number of (a) homeless people and (b) claimants living on temporary accommodation.

    The Department continues to liaise with a range of key stakeholders as it develops exemptions to the removal of automatic entitlement to housing support for 18-21 year olds in Universal Credit. This includes discussing this policy with landlords, housing associations and charities.

    Once this work has been completed we will bring forward detailed proposals.

    The Office of Tax Simplification (OTS) is already considering a wide range of issues relating to the taxation of contractors as part of its small companies review. It will report on its findings ahead of Budget.

    The topics of future OTS reviews will be announced in due course.

    To ask the Secretary of State for Communities and Local Government, how many planning applications for new homes or conversions of existing buildings have been made in Morecambe and Lunesdale constituency since June 2015.

    The Department does not collect information on the number of planning applications by parliamentary constituency.

    However it collects the numbers of decisions made at a local planning authority level. In the six months to 31 December 2015 Lancaster City Council, within which the hon, Member’s constituency falls, has made decisions on applications for:

    – 18 major residential developments

    – 27 minor residential developments

    – Permitted development rights for one ‘office to residential’ scheme and nine ‘agricultural to residential’ schemes
