    For national security reasons, we do not specify how much Conflict Pool and Conflict Stability and Security Fund has been allocated to other states fighting Daesh. I can confirm that in Iraq, we are making a £2 million contribution to the UN Funding Facility for Immediate Stabilisation.

    To ask the Minister for the Cabinet Office, how many staff in his Department and non-departmental public bodies receive (a) home to work travel allowance, (b) a car allowance and (c) subsidised health insurance.

    The Prime Minister’s office is an integral part of the Cabinet Office.

    No staff receive a home to work travel allowance or a car allowance. Health insurance is not a benefit offered to staff however, due to a TUPE transfer where Cabinet Office brought staff in from the private sector there a smaller number of staff able to claim subsidised health insurance.

    To ask Her Majesty’s Government what plans they have to grow national road, rail and air infrastructure, and to invest in public sector capacity, to match the forecast growth in population to 73 million by 2035.

    The Government’s transport investment strategy is summarised in the Department for Transport’s Single Departmental Plan, which aligns major upcoming infrastructure projects and policy decisions with the four key strategic objectives of economic growth; building a One Nation Britain; improving journeys; and creating a safe, secure, and sustainable transport network.

    The current Roads Investment Strategy (RIS) provides details of the Strategic Road schemes in which the Government will be investing a total of £15.2 billion over the Parliament. It also outlines long-term aspirations for a smoother, smarter, and more sustainable road network by 2040. A number of strategic studies are currently underway to inform the second Roads Investment Strategy, which will cover the period 2020-2025.

    The Government invests in the rail network as a means of meeting forecast demand, reducing operational costs, and stimulating wider economic growth. It does this by targeting the four key investment areas of electrification, port-to-city freight connections, intercity connectivity, and commuter travel. High Speed Two overlays this programme of investment and targets many of the same objectives. Details of specific projects can be found in the High Level Output Specification (HLOS), published in July 2012 and in Sir Peter Hendy’s report on the replanning of Network Rail’s Investment Programme.

    Alongside a decision on additional runway capacity, the Government is also revising its Aviation Policy Framework, which will include work to consider infrastructure.

    Domestic solar PV (typically greater than 4kW) is included within the greater than 10kW solar PV cap. In quarter one of 2016, the deployment cap for solar PV greater than 10kW was set at 48.4 MW and 21.031 MW of capacity was deployed. Unutilised capacity was rolled over to the next quarter’s cap.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent reports he has received on the steps taken by the Venezuelan government in response to shortages of basic commodities and political unrest in that country.

    The Government shares the concern of the international community regarding the deteriorating political, economic and social situation in Venezuela.

    We have urged all sides to work constructively in the best interests of the country and the people of Venezuela. We support the planned dialogue between the Venezuelan Government and Opposition, facilitated by the Union of South American Nations regional body.

    We are aware of the acute shortages of basic foods and medicines. On 10 July, parts of Venezuela’s border with Colombia were opened temporarily for the first time since August 2015. This allowed thousands of Venezuelans to cross into Colombia to purchase basic food and medicines. Foreign and Commonwealth Office officials are in contact with their counterparts in the Department for International Development and the EU to discuss what future assistance might be offered, if asked by the Venezuelan Government

    The Government invited areas that wanted to negotiate a deal devolving major powers to come forward with written proposals by 4 September 2015. It is for local areas to propose governance structures that are right for them, including electoral changes that are wanted locally. Discussions continue with local areas on the precise arrangements to be put in place in areas to deliver deals.

    To ask the Secretary of State for Defence, whether his Department has made an assessment of the relevance of the Final Report of the US Defense Science Board Task Force on Resilient Military Systems, published on 10 October 2012, to the security of Trident submarines.

    The Ministry of Defence are aware of the report in question which has not alerted us to anything new. We continue to place a high priority on assuring the effectiveness of our nuclear deterrent and managing the associated risk. We continue to monitor and evaluate capabilities and technologies that could threaten the nuclear deterrent, including from cyber-attack. It would not be appropriate to go into specific detail of the steps taken to mitigate against these threats but note that the report points out that submarine platforms have isolation "designed into how they operate and fight" and that this isolation provides nuclear armed submarines with additional resilience over other nuclear weapon systems.
