    The Department’s Policy Research Programme funds the Public Health Research Consortium (PHRC). The PHRC is undertaking the project ‘E-Cigarettes: Development of Tools to Measure Norms Towards Ordinary Cigarettes and Nicotine Use’. This started in April 2015 and is currently in the write-up stage. It is due to go to peer review and publication plans will be developed subsequently.

    The United Kingdom currently participates actively in the work of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). Continued participation after the UK leaves the European Union would be a matter for negotiation. The Founding Regulation of the EMCDDA which was recast in 2006 makes provision for the participation of third countries.

    The Chancellor and the Governor of the Bank of England are statutorily required to meet to discuss the Financial Stability Report (FSR), and any other matters relating to the stability of the UK financial system, as soon as is reasonably practicable after the publication of the report.

    At the most recent of these meetings—following the July 2015 FSR—the current account was discussed and the details of the meeting are published online by the Treasury at www.gov.uk.

    To ask the Secretary of State for Justice, with reference to Tables 5.1 and 5.2 of the official statistics bulletin, An Overview of Sexual Offending in England and Wales, published on 10 January 2013, what the average number of days from offence to completion for sexual offence criminal proceedings for each offence type was in the most recent year for which figures are available.

    Our courts system is in need of urgent reform, which is why we have committed to building a justice system that is swifter and more certain.

    We are investing £700 million over the next five years to create a more effective service. We will utilise modern technology to meet the needs of everyone who uses our services.

    MOJ do not hold figures on dates of sentencing or acquittals and have instead provided the time from first listing to completion.

    The age of a victim is only known where specified as part of the wording of an offence in statute. Figures for sexual offences cases where the victim was a minor are based on cases where the victim was known to be a minor, and figures where the victim was an adult include cases where the age of the victim was not known.

    Table 1 – the average duration from offence to charge, from charge to first listing, and from first listing to completion for sexual offences cases in Greater Manchester LCJB and in England and Wales, for cases completing in 2013, 2014 and January to September 2015.

    To ask Her Majesty’s Government how many individuals who previously claimed a motability allowance under the Disability Living Allowance have (1) lost that allowance after being reassessed for Personal Independence Payments, and (2) kept that allowance after being reassessed for Personal Independence Payments.

    There is not a motability allowance in Disability Living Allowance (DLA) or Personal Independence Payment (PIP). The information requested is, therefore, not available.

    Both DLA and PIP have a mobility component which can be paid at one of two rates and access to the Motability Scheme is through receipt of the higher rate mobility component of DLA or the enhanced rate mobility component of PIP.

    The latest available data on PIP claims in payment, registrations, clearances and awards for both new claims and reassessed claims (for those previously in receipt of DLA) are published on Gov.UK. In particular, breakdowns of reassessed claims in payment by type and rate of awards can be found using the Stat Xplore tool on Gov.UK

The Government’s position, as set out by the Prime Minister to the House on 22 February, is that the UK will be stronger, safer and better off remaining in a reformed EU.

    My Rt Hon Friend the Secretary of State has met with the Secretaries of State for Work and Pensions and for Business, Innovation and Skills regarding HGV driver training and officials at the Departments for Transport, Work and Pensions and Business Innovation and Skills continue to work together to help the freight industry address the driver shortage.

    The supply of new drivers has been increasing with about 10,000 more HGV driving test passes in 2015/16 compared to two years before.

    The industry has recently launched its Trailblazer Apprenticeship which will be funded through the apprenticeship levy. The Government is working to provide support for groups of people who need it most – for example jobseekers, people facing redundancy and specialist career transitions such as those leaving Military service.
