    To ask Her Majesty’s Government what plans they have to highlight play as a key strand of the Government’s policy on parenting and life chances.

    I refer the noble Baroness to the answer given on 9 March to PQ 29736, which I have also set out below:

    The Department for Education recognises that play has an important role in supporting all young children to develop and prepare for later learning.

    Play is integral in the early years and is covered in the statutory Early Years Foundation Stage framework which states: “Play is essential for children’s development, building their confidence as they learn to explore, to think about problems, and relate to others.” The framework is attached.

    The Government’s forthcoming Life Chances Strategy will set out a comprehensive plan to fight disadvantage and extend opportunity. Within this, we are considering how we can support early years and parenting to give children the best start in life.

    To ask the Secretary of State for Transport, how many Recognised Organisations for the purposes of survey and inspection of international shipping were certified by the Maritime and Coastguard Agency in each of the last five years for which records are available.

    The Maritime and Coastguard Agency (MCA) authorise the following six classification societies to act as Recognised Organisations (ROs) for the survey and inspection of UK registered convention size ships. These are: American Bureau of Shipping; Bureau Veritas; ClassNK; DNV GL AS; Lloyd’s Register; and RINA.

    The one change within the past 5 years to the list of authorised ROs was in 2015 following the merger of Det Norske Veritas and Germanischer Lloyd to become DNV GL AS. The MCA separately authorised both of these organisations as ROs prior to their merger.

    Discussions related to the new reforms have been held with the judiciary and with members of Claims Portal Limited’s board. The Government will continue to work with a wide range of stakeholders, including other Government Departments, in taking the work forward and will consult on the detail in due course. The consultation will be accompanied by an impact assessment.

    To ask the Secretary of State for Health, what assessment his Department has made of the adequacy of finance options available to doctors to cover their training costs; and if he will make a statement.

    The Department for Business Innovation and Skills (BIS) and the Department of Health have joint responsibility for the funding of students on medical courses. For the first four years of the five or six year undergraduate degree, medical students receive the same maintenance and tuition fee loans as mainstream students under the BIS Education (Student Support) Regulations.

    In the fifth year of study funding is provided by the National Health Service Bursary Scheme and eligible medical students can receive a means tested NHS Bursary and a non-means tested grant of £1,000. The NHS will also meet the cost of their tuition, so medical students do not have to pay tuition fees in the final years of their course.

    Health Education England (HEE) has responsibility for determining the amount of funding available to students via the NHS Bursary Scheme.

    HEE also support doctors in training by funding clinical placements for undergraduate students which is paid directly to the NHS providers at an agreed national tariff price, and postgraduate training at 50% of trainee salary and a placement fee of £12,400.

    Funding support is reviewed on an annual basis.

    To ask Mr Chancellor of the Exchequer, how many cancellations of tax credits by Concentrix have been reversed since that company’s contract with his Department commenced.

    Up to the end of January 2016, Concentrix have changed around 4800 out of around 419,000 decisions that they have taken since the start of the contract. These changed decisions are often as a result of new information provided by the claimant that had not been provided at the time of the original decision. The 4800 changed decisions includes some awards that were cancelled and others that were amended.

    NHS England has been rapidly working on their plans for access to treatment during 2016/17 following enactment of the National Institute for Health and Care Excellence technical appraisal guidance and has committed to produce an operational framework for the treatment of hepatitis C during 2016/17. This will set out NHS England’s commitment to improving outcomes in hepatitis C across England.
