    The most recent available data indicated that 4,940 businesses across northern England had been flooded following this winter’s exceptional rainfall. The vast majority of these will be small and medium size businesses. Impacts included flooded property, loss of stock and equipment and interruption to trading.

    Our interventions, include business recovery grants (a total of £11 m from BIS, of which £4,572,000 has been paid out), business rate relief (£4.26 m from DCLG), and property level resilience scheme (£5,000 per household or business, to incorporate greater flood resilience into property repairs).

    To ask the Secretary of State for Health, what assessment he has made of (a) the effect of the National Tariff on the choice of antibiotic therapy available in hospitals and (b) the implications of the cost of such therapy for that availability.

    The Health and Social Care Act 2012 Act transferred responsibility for developing payment systems for health care services from the Department to NHS England and NHS Improvement (formerly Monitor). The costs of drugs that are used in the course of a patient’s stay in hospital are reimbursed via the Healthcare Resource Group tariff that the provider receives for that spell.

    We are advised by NHS England that they are not aware of issues with the national tariff having an impact on the choice of antibiotic therapy available in hospitals.

    The decision on whether to prescribe an antibiotic is entirely a matter for the clinician, based on his or her clinical judgement.

    Analysis recently completed by Defra, working with HM Treasury and the Agriculture and Horticulture Development Board (AHDB), has identified that futures markets have a role to play in tackling price risks, improving price transparency and encouraging the development of longer-term contracts across the supply chain. We are now working closely with AHDB’s Volatility Forum to see how this work can be taken forward, although it would be for the financial exchanges to come up with a specific proposition. It is encouraging that some UK dairies are already offering their farmers opportunities to trade on futures markets

    Flood risk management is one of the targeting criteria for woodland creation funded through the new Countryside Stewardship scheme. The Forestry Commission also continues to undertake research into understanding what role woodlands can play in managing flood risk. Defra and the Environment Agency will continue to support investigations into the potential benefits of land management change on flood risk – including tree planting.

    Working alongside other agencies in the intelligence and law enforcement communities, the Department for Transport and the Civil Aviation Authority are responsible for assessing and managing the risks to and from civil aviation, including remotely piloted aircraft systems. There are regulations in place that require users to maintain direct, unaided visual contact with their drone and to not recklessly or negligently allow a drone to endanger any person or property; these regulations have recently led to successful prosecutions for misuse. Work is ongoing to identify appropriate and effective mitigations from point of sale to incident resolution.

    The BBC Charter Review Consultation Paper, published in July 2015, set out the issues for consideration in Charter Review, including questions about how the BBC is funded. The Government will set out its proposals in the forthcoming White Paper, but remains clear that the licence fee is a tax and therefore should ultimately be decided by Ministers. The level of the licence fee will be agreed once questions on the BBC’s scope and purposes, have been agreed.
