    To ask the Secretary of State for the Home Department, what estimate she has been made of potential changes in local council tax required to maintain overall police spending in real terms.

    The Home Office worked closely with policing partners and other Government Departments as part of Spending Review preparations to ensure flexibility on council tax is a key part of the Spending Review settlement for the police.

    The Spending Review makes provision for overall police spending to be protected in real terms, when council tax income is taken into account. The ten Police and Crime Commissioners (PCCs) in England with the lowest precept levels in each year will be able to raise their police precept level by up to £5 per year over the Spending Review period, compared to the usual two per cent. These provisions are an integral part of the overall Spending Review settlement for the police.

    It is right that PCCs, in consultation with local taxpayers, should decide the level of police precept in their area each year.

    The Government is of the view that there is a national need to explore and test our shale resources in a safe, sustainable and timely way.

    It is too early to make an assessment of the future extent of shale gas and oil production. We do not yet know the full scale of the UK’s shale resources nor how much can be extracted technically or economically.

    All the offenders convicted of the specified offences below involving inciting terrorism received immediate custodial sentences. The number of offenders found guilty and sentenced, with sentencing outcomes, for offences related to inciting terrorism, in all courts in England and Wales, from 2012 to 2014, can be viewed in the tables, as follows:

    • Table 1 includes data on Section 59 of the Terrorism Act 2000
    • Table 2 includes data on Section 2 of the Terrorism Act 2006.
    • Table 3 includes data on Sections 15 to 19 of the Terrorism Act 2000
    • Table 4 includes data on Section 5 of the Terrorism Act 2006.

    The British Embassy in Pyongyang met a range of officials from the Democratic People’s Republic of Korea (DPRK) over the past year in support of UK policy objectives. This contact enables our Embassy to deliver our policy of “critical engagement” with the DPRK, and helps inform our diplomatic reporting and analysis. However, given the breadth of contact, it is not practical for the Embassy to maintain a list of all individual meetings.

    To ask the Secretary of State for Transport, pursuant to the Answer of 23 November 2015 to Question 16092, how many UK nationals remain in Sharm el-Sheikh.

    Regular flights to and from the UK to Sharm el Sheikh were suspended on 4 November. Flights to return UK nationals from Sharm el-Sheikh to the UK, supported by special security measures, ended on Tuesday 17 November. Those flights provided sufficient capacity to return all UK nationals who wished to travel home.In total over 16,000 passengers were returned home, and I commend the carriers who helped in facilitating this process. At the point at which flights stopped, we estimated that there were fewer than 200 UK nationals remaining in Sharm el-Sheikh. UK nationals who chose to remain in Sharm el-Sheikh were advised that they would need to make their own arrangements to travel.

    We are working closely with the Egyptian authorities on the implementation of sustainable security measures so that flights between the UK and Sharm el-Sheikh can resume as soon as possible.

    To ask the Secretary of State for Work and Pensions, what statutory provision exists to ensure that the claimant commitments of universal credit claimants with dependent children include adequate protections for the wellbeing of the children.

    The Welfare Reform Act 2012 and Universal Credit Regulations 2013 set out the types of requirements which may be imposed depending on the circumstances and characteristics of the claimant. Regulations also make clear the circumstances in which requirements should be limited or even lifted entirely for a temporary period. For example, Regulations 98 and 99, which provide provisions for suspension of requirements where children are in distress.

    All claimant commitments are tailored to the individual and through a discussion between the Work Coach and the claimant, requirements are tailored for a broad range of circumstances – including for matters relating to the wellbeing of children. These reasonable requirements, including any limiting or lifting and the reasons, are recorded within the claimant commitment.

    Policy responsibility for the Vaccine Damage Payment Scheme transferred to the Department of Health from the Department for Work and Pensions (DWP) in May 2014 although DWP continues to administer this scheme. The scheme was last revised in 2007 and no assessment of effectiveness has been made since that date.

    It is up to Police and Crime Commissioners (PCCs) and Chief Constables to decide how to allocate their resources, including the efficient use of reserves, based on local priorities. The total amount of revenue funding received by each PCC (formerly Police Authorities) and the total amounts of usable reserves, taken from publically available force area accounts are included in the table below. This includes total core Government funding area from the Home Office, Legacy Council Tax Grants and locally raised precept income. It excludes specific grants such as the Innovation Fund and other locally raised income.
