    It is not appropriate for a given service to present reference costs as a proportion of programme budgeting expenditure. This is because radiotherapy data are calculated from reference costs, which are the unit costs to National Health Service trusts and NHS foundation trusts of providing defined services in a given financial year to NHS patients. Reference costs do not represent all expenditure in the NHS, and are costs to NHS providers whereas programme budgeting data are expenditure by NHS commissioners.

    The Personal Independence Payment (PIP) Assessment Providers were selected following a fair and open competition.

    Tenders were assessed against a detailed set of criteria which covered key aspects of PIP service delivery. A wide range of areas were assessed but particular weighting was given to bidders’ management of the claimant journey, staff recruitment, delivering assessments by Health Professionals, performance management, estates and overall implementation.

    Providers were selected on the basis of the most economic advantageous tender which overall assessed a combination of qualitative, risk and financial factors to determine the preferred supplier for each contract to be awarded.

    To ask the Secretary of State for Health, what (a) amount and (b) proportion of Public Health England’s total budget has been allocated to (i) tobacco, (ii) obesity, (iii) alcohol, (iv) TB, (v) dementia and (vi) the Best Start in Life strategy for 2014-15.

    Public Health England’s (PHE) financial reporting is currently based upon the Directorates and teams around which their work is focused. The six areas of focus identified in the Parliamentary Questions are currently supported by individuals and teams across PHE’s various directorates (Operations, Health Protection, Health and Wellbeing, Knowledge etc.), so the total cost of each of the above areas cannot currently be accurately provided.

    During the course of 2014-15, one of the priorities identified by PHE’s Finance team is to enhance and tailor their inherited financial reporting arrangements so that it can report on their activities and priorities as well as its Directorates and teams. PHE will be able to provide this information in the future, but it is unfortunately not available now. Once PHE has developed new financial reporting arrangements they will ensure that this is published transparently.

    NATO is not patrolling Ukranian airspace. Therefore, nor is the UK. However, the UK is contributing an E3-D aircraft to the NATO Airborne Early Warning and Control Force flying in NATO airspace and it will be deploying four Typhoon aircraft to enhance the Polish rotation of NATO’s peacetime Baltic Air Policing mission, which polices NATO airspace.

    To ask the Secretary of State for the Home Department, with reference to the 2013 edition of the Highway Code, paragraph 264, what guidance her Department has given to motorway police on enforcement of the requirement that drivers overtaking a number of slower-moving vehicles should return to the left-hand lane as soon as they are safely past; what the maximum penalty is for a driver not complying with that requirement; and on how many occasions in the last 24 months (a) warnings have been given to such drivers, (b) enforcement procedures have been instigated against such drivers and (c) such drivers have been prosecuted for related road traffic offences.

    The Home Office has not issued any guidance and does not hold any information on the enforcement of lane discipline. Enforcement of the law is an operational matter for the police.

    To ask the Secretary of State for Justice, what average period of time is taken between the date of the opening of an investigation under regulation 35 of the Compensation (Claims Management Services) Regulations 2006 and the date on which (a) proceedings are commenced and (b) the case is closed without proceedings being brought.

    The CMR Unit aims to conduct all investigations in a proportionate and efficient manner. This means determining as quickly as possible whether a CMC under investigation is in breach of the conditions of its authorisation. If following an investigation it is clear that those conditions have been breached and there is a public protection issue, any proposed enforcement action will be expedited.

    (1) 6 June 2013 was the earliest date from when the Claims Management Regulation (CMR) Unit began an investigation under regulation 35, which remains unresolved but no enforcement proceedings have yet commenced.

    (2) Information is available for the period, 12 months to 18 June 2014. The CMR Unit conducted 46 investigations under regulation 35, which took an average of 5 months, 21 days before enforcement proceedings were taken, and an average of 2 months, 8 days before being closed without the requirement for enforcement proceedings.

    (3) As at 18 June 2014, the CMR Unit was investigating 24 CMCs under regulation 35.
