    To ask the Secretary of State for Health, what estimate his Department has made of the average travelling distance to a 24-hour accident and emergency department for people in (a) Bury St Edmunds constituency, (b) Suffolk and (c) England and Wales.

    No estimate has been made by the Department. NHS England has, however, published best practice guidance ‘Planning and delivering service changes for patients’. In the guidance, commissioners are reminded that where any changes are proposed to urgent and emergency care services they need to provide analysis of travelling times and distances, identifying the impact on pedestrians and public and private transport users, as well as the ambulance service where relevant.

    To ask the Secretary of State for Environment, Food and Rural Affairs, how many cases were (a) investigated for enforcement action, (b) issued and proceeded in the courts, (c) discontinued completely, (d) enforced using a lower level of action than originally envisaged and (e) ceased to be investigated in each Environment Agency area since 2010.

    The Environment Agency is unable to provide a breakdown of legal and enforcement cases in each of its geographical areas since 2010 which were (a) investigated for enforcement action, (b) issued and proceeded in the courts, (c) discontinued completely and (e) ceased to be investigated altogether, due to disproportionate cost.

    The Environment Agency can confirm that there were no cases enforced using a lower level of action than originally envisaged. At the commencement of any investigation, the Environment Agency does not know whether any enforcement action is required and, if so, what level of action is appropriate. Decisions on the level of action required are only ever made when an investigation is concluded.

    The Ministry Justice has not spent any additional money to date in preparing HM Prison The Verne to hold immigration detainees. However, the Home Office has funded infrastructure changes to make the site suitable for holding immigration detainees. These changes have allowed for early and cost-efficient preparation for its change of use while continuing to allow The Verne to operate as a prison.

    To ask the hon. Member for Caithness, Sutherland and Easter Ross representing the House of Commons Commission, if the Commission will incorporate into commemorations of the 800th Anniversary of the Magna Carta commemoration of the Peasants’ Revolt of 1381 and the Putney debates in 1647 on how the country should be ruled.

    Parliament will be managing a year-long programme to celebrate both the Magna Carta and De Montfort Parliament anniversaries in 2015. The programme will be entitled ‘Parliament in the Making’ and as such will include stories from throughout the last 800 years. Parliament is being advised on the content by the History of Parliament Trust. Through school resources, exhibitions, cultural projects and special events the significant moments, movements and individuals who have made a difference on the journey to rights and representation will be commemorated.

    The programme is still in development but plans do include an exhibition in Westminster Hall. Using large scale banners this will chart the evolution of parliamentary democracy which we hope will refer to the Putney debates and the Peasants’ Revolt in the context of the fight for representation and freedoms.

    To ask the Secretary of State for Business, Innovation and Skills, if he will make an assessment of the effect on higher education providers of charging fees to international students for use of the NHS.

    The Home Office published an impact assessment on its website on the 11 October 2013 entitled ‘Regulating migrant access to health services in the UK’, in which it estimates the impact of implementing a health surcharge as outlined in the Immigration Bill. The Home Office predicts that implementing a health surcharge could cause Tier 4 visa grants to fall by approximately 830, which will have an impact on higher education providers of approximately £11 million per year. The surcharge is £200 per annum for most migrants however, to reflect their contribution to UK growth, a concession was factored into the Immigration Bill for students – they will pay £150 per annum rather than the full cost.

    BIS will continue to work closely with the Home Office and the higher education sector to monitor the effects of the surcharge on student numbers and to ensure that the impact is manageable.

    As the hon Member will know, my Rt hon Friend the Prime Minister opened the International Festival for Business recently. The events will be a great opportunity to showcase the very best of Britain and encourage foreign investors to set up or expand in the UK, including Northern Ireland.

    While I have no plans to visit at present, I fully intend to discuss the Festival when I meet Dominic Jermey, the incoming CEO of UKTI, shortly and the Northern Ireland Minister for Enterprise, Trade and Investment to see how Northern Ireland businesses can best take advantage of the opportunities that it offers.

    The Government is having regular discussions about the current peace talks with the Palestinian Authority and the Government of Israel. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), most recently had a discussion on 3 April with Palestinian President Mahmoud Abbas about the peace process. The Foreign Secretary met with the Israeli Minister for Intelligence, International Relations and Strategic Affairs, Yuval Steinitz on 8 April where they discussed the latest in the peace process.
