    To ask Her Majesty’s Government what assessment they have made of the conclusion of Her Majesty’s Chief Inspector of Prisons in his recent report on HMP Belmarsh that the requirement in the operating standards for the Governor to visit the High Security Unit and the Special Security Unit once a week had not been met.

    1. The prisoner regime includes a programme to allow access to the library once a week for those not attending education. The implementation of New Ways of Working, which includes the introduction of a new Core Day, will increase the opportunity for prisoners to access the library.

    2. All in use cells on the High Security Unit / Special Secure Unit are appropriately furnished in compliance with national guidelines, which are also included as part of the unit’s operating standards. The cells are also equipped to the specification required for accommodating Category A prisoners. The accommodation on the unit is inspected monthly, to ensure compliance and to maintain decency; this system is audited.

    3. The Governor has a programme of visits throughout the establishment; this includes visits to the HSU / SSU. The requirement for a weekly visit is completed by the Governor or the Deputy Governor, and the visits will ensure that all prisoners and staff are frequently seen and any emerging issues are heard and noted. These visits are now recorded for audit and inspection purposes.

    We regularly discuss migrant workers’ rights with the Government of the United Arab Emirates (UAE). In addition, we made recommendations relating to the living and working conditions of foreign workers during the UAE’s last Universal Periodic Review at the UN Human Rights Council.

Absent meaningful action from Israel to ease movement and access restrictions, however, our progress will always be limited.

    The Department holds no information on the numbers of magnetic resonance imaging scans undertaken on behalf of the National Health Service at zoological or veterinary premises.

    Arrangements for deciding the most appropriate way for individual patients to access NHS services based on their clinical needs is for local determination.

    Companies House cannot identify the number of new businesses registered in each constituency, as there is no central register of businesses.

    Companies House does have a register of companies but information on companies registered in each constituency could only be obtained at disproportionate cost.

    Out of the 9 successful appeals by non-annuitants following receipt of new input data, the highest, lowest and average additional payments were:

    a) £5,230.31
    b) £32.91
    c) £1,891.51

    In addition two annuitants have made successful appeals. The total value of the payments made to them will depend on the duration on their annuity.

    Staff in the National Probation Service (NPS) and the Community Rehabilitation Companies (CRCs) have, and will continue to have, necessary access to each other’s case records. NPS staff are able to read all CRC records and update any case they are working on. CRC staff will be able to see and update records that relate to offenders they are working with.

    We will always have enough prison places for those sent to us by the courts and continue to modernise the prison estate so that it delivers best value for the taxpayer. This Government has a long term strategy for managing the prison estate which will provide more adult male prison capacity than we inherited from the previous Government.

    Over 2,000 further places for adult male prisoners will become available before May 2015, including new house-blocks at HM Prisons The Mount, Thameside, Parc and Peterborough. The remainder of the places will come from re-opening refurbished or mothballed capacity
