    Capt. J. J. Carroll, is 34, has been serving in the Royal Corps of Signals in Hamburg, and was given leave to contest the election. Born in Southern Ireland, he joined the Territorial Army in 1939 and served in North Africa, Italy, Austria, Egypt, Palestine, and Germany. He was commissioned in 1941 and promoted captain the same year. He was a major in the Tank Corps 1943-48.

He came to Ilford in 1943 and was soon afterwards appointed branch secretary of the Communist Party in the borough.
