    To ask the Secretary of State for Work and Pensions, how many people with cancer who were awarded the daily living component of personal independence payment scored all of their points due to aid and appliances.

    For cancer, the number of individuals awarded the Daily Living component of PIP who scored all of their points due to aids and appliances is 2,630.

    This data relates to the period April 2013 to 30th September 2015, and includes Normal Rules awards only.

    DWP are currently running a consultation to seek views on how support can best be provided to help meet the costs of disability which are faced by people who are currently awarded points due to aids and appliances. The department is keen to hear views from all interested parties, especially disabled people and disability organisations.

    To ask the Secretary of State for Work and Pensions, what arrangements are in place to enable UK citizens to submit reimbursement claims under the European Health Insurance Card regulations; and what assessment he has made of the effectiveness of those arrangements.

    In the UK, the NHS Choices website provides comprehensive information on the arrangements that are in place to enable UK citizens to submit reimbursement claims under the EU regulations. Such claims are dealt with by a dedicated team in the Department for Work and Pensions – the DWP Overseas Healthcare Team. Contact details for the DWP Overseas Healthcare Team are provided on the NHS Choices website and may also be found on the EHIC itself.

    The reimbursement processes to which all member states adhere have been in place for many years and work in much the same way across Europe. The European Commission and the member states are jointly responsible for assessing the effectiveness of the regulations on an on-going basis and where necessary the Commission will recommend any proposed changes for consideration and agreement with the member states.

    To ask the Secretary of State for Work and Pensions, what assessment he has made of the effectiveness of the UK’s arrangements with French authorities for processing reimbursement claims from UK citizens for state-funded health treatment received in France.

    European Union Regulations on the coordination of social security systems include provisions on how citizens may obtain healthcare in other EEA states. These are longstanding legislative arrangements which include the use of the European Health Insurance Card (EHIC), as well as how the resulting bills are settled between states.     To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 20 January 2016 to Question 22645, what estimate he has made of the potential cost of answering that question for each of the resources that would be so required.

    We estimate that it would require a departmental analyst to spend 4.5 working days to research, collate and analyse the data and around 0.5 further days of oversight and checking of methodology from a senior analyst. This would result in a total cost of around £1,500, which is significantly in excess of the limit for disproportionate costs.

    To ask the Secretary of State for Work and Pensions, what recent estimate he has made of the cost of reinstating the qualifying age for pension credit to its 1995 timetable.

    Pension Credit was designed to provide income related support for people without sufficient provision for their retirement and as such the qualifying age for both men and women has been linked to women’s State Pension age since its introduction.

    Our initial estimates of the cost of retaining the 1995 timetable for the qualifying age for Pension Credit were published in response to a question from Lord Boswell in 2011 Hansard vol. 725, column 1607, 9 March 2011.

    We have not formally updated this costing but we have reconsidered the evidence based on the latest information and our analysis indicates that the cost of breaking the link between the Pension Credit qualifying age and women’s State Pension age is likely to be significantly higher than previously estimated for a number of reasons including:

    – Women under State Pension age would be entitled to larger amounts of Pension Credit than the original analysis assumed.

    – This may incentivise more women to stop working and claim Pension Credit instead.

    In addition to the impacts considered above there would also be increased expenditure on other benefits, most notably Housing Benefit, localised Council Tax Support, the Warm Home Discount and Cold Weather Payments which were not included in the original figures.
