    We regularly discuss human rights and reform with the Government of Bahrain – including at the biannual UK-Bahrain Joint Working Group meeting which was most recently held in November 2015. If we have specific concerns around convictions or sentencing, we raise these with the Government of Bahrain as part of our wider dialogue on human rights and reform.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of whether the Shia in Bahrain accept the Al Khalifa government as the legitimate government of that country.

    Governance of Bahrain is a matter for all political parties in Bahrain. That is why we encourage all political parties, including Al Wefaq who boycotted elections in November 2014, to engage constructively in political dialogue in order to reach an inclusive political settlement. 14 out of 40 MPs are independent Shia who chose to stand and were elected in 2014 elections. 3 of these are women.

    The UK and the four other Non-Proliferation Treaty Nuclear Weapons States voted against the Resolution “Taking forward multilateral nuclear disarmament negotiations” in the UN General Assembly First Committee which established an Open Ended Working Group. The Government believes that productive results can only be ensured through a consensus-based approach that takes into account the wider global security environment.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the UK Embassy in Israel has taken to monitor attacks on Christian places of worship.

    Our Embassy in Tel Aviv is in regular contact with representatives of churches on a range of issues, including to discuss concern about attacks on places of worship. The last attack occurred on 17 January 2016 where the Dormition Abbey compound of the Orthodox Church in the Old City of Jerusalem was vandalised with anti-Christian slogans. The ‘Tag Meir’ organisation has listed 44 cases of vandalism and arson on Christian and Muslim places of worship in Israel and the West Bank since December 2009.

    Cull zone results published in the Independent Scientific Report on the Randomised Badger Culling Trials (RBCT) (chaired by Professor John Bourne) were last updated with data up to March 2013. There are no plans to do any further analysis of TB incidence in the RBCT areas

    Public facing Environment Agency Areas match local council boundaries used by the Office of National Statistics (with the exception of ‘Central Bedfordshire’) and so census figures can be scaled to the Environment Agency Areas that the flood risk management Grant in Aid allocations were taken from. As Central Bedfordshire is wholly within the Areas that make up our eastern hub this does not change the per capita calculation.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make an assessment of the merits of refunding money lost by farmers under the modulation scheme to farmers who are taking part in the trial badger cull scheme.

    The Government decided to transfer 12% of the Common Agricultural Policy (CAP) Direct Payments (Pillar 1) budget to the Rural Development (Pillar 2) budget in England with effect from the 2014 Scheme year. The transfer is irreversible. Farmers in England are also able to apply for Rural Development Programme environmental schemes or for grants to help improve their competitiveness or grow their business.

    Delivery of the badger control policy is led and funded by farmers and landowners. Defra has published details of the resultant costs it incurred in 2013 and 2014.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make it her policy that there will be no further emergency authorisations of the use of neonicotinoid pesticides.

    EU legislation provides for Member States to authorise limited and controlled use of a pesticide on an exceptional basis in emergency situations to “control a danger which cannot be contained by any other reasonable means”. Emergency authorisations are not granted automatically and applications must be based on evidence relating to the need for the pesticide and possible harmful effects.

    Emergency authorisations are granted for a maximum of 120 days and those issued for neonicotinoids in 2015 have now expired. Any future applications will be considered by the Chemicals Regulation Directorate of the Health and Safety Executive, against strict criteria.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what government funding is available to pay farmers to allow parts of their land to flood to avoid flooding elsewhere.

    If land is flooded as part of a deliberate and managed scheme to avoid flooding elsewhere the authority responsible would need to buy a right to flood or make a similar binding agreement with the landowner. The prices paid for that agreement would be subject to negotiation between the authority and the landowner and take into consideration such matters as any loss of value caused by flooding and debris in fields
