    To ask the Secretary of State for Defence, with reference to the Strategic Defence and Security Review, what the stages will be in the staged investment programme for the Successor submarine programme; and what the estimated timetable for each of those stages is.

    In line with normal Ministry of Defence processes, a business case for the additional investment referred to in the Strategic Defence and Security Review is going through the formal approvals process.

    Options for the subsequent investment stages, including scope, time and cost are currently under consideration.

    As set out in the Strategic Defence and Security Review 2015, we expect the first Successor submarine to enter service in the early 2030s. As detailed Planning Assumptions for Service Entry are classified, I am witholding that information.

    To ask the Secretary of State for Defence, with reference to the Strategic Defence and Security Review, which improvements in performance in the delivery of the Successor submarine programme (a) have been achieved and (b) he expects to be achieved in the next 12 months.

    We are working closely with all of our key suppliers to ensure that they make improvements, where required, to deliver both the capability and the capacity we need to successfully deliver the Successor programme. This work builds on the efficiencies and improvements already made as part of initiatives such as the Submarine Enterprise Performance Programme.

    Discussions with our key suppliers are ongoing and it would not be appropriate for the Ministry of Defence to discuss this work publicly for commercial reasons.

    We plan to publish the Digital Strategy in early 2016. The Minister for the Digital Economy launched a public call for ideas on 29 December. We are now analysing these responses, and we continue to work closely with Whitehall departments on the Strategy.

    To ask the Secretary of State for Communities and Local Government, what plans he has for call-in and scrutiny arrangements for the work of the Greater Manchester Combined Authority.

    I refer the hon. member to my answer of 19 January, PQ 921796 and would add that the Cities and Local Government Devolution Bill received Royal Assent on 28 January.

    The provisions of that Act, including those on overview and scrutiny, are now in force for the purposes of making secondary legislation and for all other purposes will come into force two months after Royal Assent. My rt. hon. Friend the Secretary of State for Communities and Local Government (Greg Clark) intends to exercise his powers to make further provision about the membership and operation of overview and scrutiny committees as soon as practicable.

    To ask the Secretary of State for Communities and Local Government, if he will meet the hon. Member for Denton and Reddish to discuss the consultation process for the draft Greater Manchester Spatial Framework Development Plan.

    The Association of Greater Manchester Authorities is currently involved in the preparation of a Greater Manchester Spatial Framework Development Plan working with the 10 metropolitan councils in the Greater Manchester Combined Authority’s area. We understand that this is intended to become a joint development plan document.

    A local authority may arrange for the discharge of any of its functions by a committee, sub-committee, an officer or by any other local authority. The ten local authorities have delegated responsibility for the “coordination” of the Greater Manchester Strategic Framework to Association of Greater Manchester Authorities Executive Board, a committee of the Combined Authority. Under these current arrangements, it is for each individual authority to decide how to engage its members in the production of the document.

    Each local planning authority must also comply with section 18 of the Planning and Compulsory Purchase Act 2004, which requires them to prepare a Statement of Community Involvement which should explain how they will engage local communities and other interested parties in producing development plan documents and determining planning applications. This should be published on the local planning authority’s website and it is the authority’s responsibility to ensure that any Development Plan Document is prepared in accordance with it.

    It would not be appropriate for me to meet to discuss the detail of a plan in preparation.
