    To ask the Secretary of State for Transport, with reference to page 2 of the actions of the meeting of the Rail Delivery Group National Taskforce of 30 September 2015, what the effect of the Autumn Statement and Spending Review 2015 is on the funding of the British Transport Police.

    Funding for the British Transport Police is not derived directly from a specific Government grant but from holders of police service agreements. However, during the recent spending review, the Department has made clear to the British Transport Police Authority that it considers that appropriate efficiencies should be identified and made. However, it has also emphasised that any efficiencies should not materially impact on the operational policing capability of the British Transport Police, including in relation to counter-terrorist activity.

    To ask the Secretary of State for Transport, what recent discussions the Vehicle and Certification Agency has had with Volkswagen on the funding of the vehicle retesting programme.

    On the 10 November the Secretary of State announced an Emissions Testing Programme to look for “defeat devices” and improve our understanding of the real world emissions performance of vehicles used in the UK. This investigation is vital in restoring public confidence. To ensure the independence of the testing, the Department is funding the programme and neither the cars nor the testing facilities will be provided by the vehicle industry themselves.

    Ongoing testing of VW Group vehicles outside the Department for Transport Emissions Testing Programme and for which the Vehicle Certification Agency is the approval authority (Skoda), will be funded by the manufacturer on a case by case basis.

    In April 2014 English local highway authorities were invited to bid for a share of a £168 million Pothole Fund for 2014/15 to repair local roads in England as announced in the March 2014 Budget.

    To ask the Secretary of State for Scotland, what recent discussions he has had with (a) ministers in the Scottish Government and (b) women’s organisations on devolving competence for abortion legislation to Scotland.

    I have regular discussions with the Scottish Government’s Deputy First Minister on all aspects of our implementation of the Smith Commission Agreement, including the devolution of responsibility for abortion law to the Scottish Parliament. UK and Scottish Government officials will continue to work closely on this issue.

    I have had discussions with representatives of women’s organisations on this matter. However, with the transfer of responsibility to the Scottish Parliament, it is primarily for the Scottish Government to take forward engagement with interested parties. Scottish Government Ministers have met with representatives of a number of stakeholder organisations to discuss the devolution of abortion law and the delivery of abortion services in Scotland.

Financial provision is made for jurors who are on benefit and for those who suffer loss of earning whilst on jury service.     Information published by my Department on 22 June 2015 shows that, during the original Troubled Families Programme (2012 to 2015), 104,733 were turned around through achieving reductions in youth crime, and/or anti-social behaviour, combined with satisfactory levels of school attendance.

    Under the provisions of the Welfare Reform and Work Bill, I will be reporting annually on the progress and impact of the new Troubled Families Programme which aims to reach up to an additional 400,000 families.
