    The National Information Board framework Personalised Health and Care 2020 published in November 2014 outlined by 2020 all care records will be digital real-time and interoperable. Progress is being made and the recent announcement of significant investment in digital technology will help support the National Health Service to achieve this commitment.

    To ask the Secretary of State for Health, pursuant to the Answer of 12 February 2016 to Question 25934, for what reasons information about how many three year olds received a free NHS dental check is not collected centrally.

    Normally the Health and Social Care Information Centre is the source for any patient information but does not collect the data requested. However further investigation revealed that the NHS Business Services Authority is able to extract the information. We apologise for not identifying this earlier.

    All children receive free National Health Service dental care. Data has been provided for the number of courses of treatment (COT) for patients aged three where an examination has been recorded for the period 1 April 2014 to 31 March 2015 and can be found in the table below.

    1. A CoT is defined as:

    To ask the Secretary of State for Health, what recent assessment he has made of the provision of mental health care services for children in the care system.

    The Government has made no such central assessment. It is for local areas to consider and commission services based on the needs of their local population. Local transformation plans produced in each area of the country set out how they plan to meet the full spectrum of needs of children and young people with mental health problems including the needs of the most vulnerable, such as children in the care system.

    At the Education Select Committee hearing on the mental health and wellbeing of looked-after children held on 3 February 2016, it was announced that the Department of Health and Department for Education will set up an Expert Group, working with NHS England, Health Education England, and sector partners, to develop care pathways to support an integrated approach to meeting the needs of looked-after children with mental health difficulties. By summer 2016 the expert group will be established to lead the development of models of care for looked-after children’s mental health. Members of this expert group will be drawn from across the health, social care and education sectors, with input from children, young people, carers and families with experience of the care system.

    To ask the Secretary of State for Health, what steps his Department is taking to reduce ambulance waiting times in (a) the East Midlands and (b) England.

    Ambulance services are facing unprecedented demand, delivering over 2,800 more emergency journeys every day compared to 2010 and still continue to respond to the majority of life-threatening cases in under eight minutes.

    The Department continues to work closely with NHS England and NHS Improvement to monitor and support performance across all ambulance trusts in 2015-16. In the longer term, NHS England’s Urgent and Emergency Care Review will aim to tackle the root causes of the increasing demand on urgent and emergency care services.

    East Midlands Ambulance Service NHS Trust has put measures in place with local partners to address performance issues, including rapid handover protocols with hospitals, a significant recruitment drive, a sickness reduction plan for staff, and working with local NHS 111 providers to ensure that patients are sent the most appropriate response at the right time.

    To ask the Secretary of State for Health, what proportion of public health budgets are allocated to services related to diabetes in 2015-16.

    There is no specific allocation for public health services related to diabetes. Local authorities receive a grant which must be spent on public health, but are best placed to assess local needs, prioritise and deploy available resources accordingly. The NHS Health Check is a national programme that seeks to offer preventative checks for all those in the population aged between 40-74 to assess their risk of vascular disease, including diabetes. NHS England commissions the NHS Diabetic Eye Screening Programme but does not receive a specific allocation for this service.
