To ask the Secretary of State for Defence, whether further authorisation from him will be necessary for any future airstrikes in Libya carried out by US forces from UK bases.

    Michael Fallon

To ask the Secretary of State for Defence, how much and what proportion of his Department’s overseas development assistance budget his Department spent was subject to the International Development Act 2002 in each of the last three years.

    Mr Julian Brazier

Ministry of Defence (MOD) expenditure on overseas development assistance is governed by the Supply and Appropriation Acts.

MOD spending on overseas development assistance over the last three calendar years has been £3.0 million in 2013 and £2.2 million in 2014. The 2015 figure is currently undergoing an assurance process and is scheduled to be published on 1 April 2016. This expenditure has mainly been on humantarian assistance and defence education.

To ask the Secretary of State for Defence, what progress his Department has made on the Gateway Project for armed forces veterans; and what plans he has to include Northern Ireland within the scope of that project.

    Mark Lancaster

The Ministry of Defence has explored options for the development of a veterans gateway service to provide a single cross-sector point of access for all veterans. The Armed Forces Covenant Reference Group has recently directed that the Covenant Fund prioritise funding for a pilot project to set up a 24 hours a day single point of contact veterans gateway service in financial year 2016-17 and this will be formally announced shortly. The project’s reach will extend across the UK, including Northern Ireland.

To ask the Secretary of State for Defence, how many times Russian military (a) aircraft and (b) ships have entered British territory in the last 12 months; what the average response time was for the armed forces on each of those occasions; and what the type and model was of the aircraft or ship on each of those occasions.

    Penny Mordaunt

I can confirm that there have been no unauthorised incursions by Russian military aircraft into UK sovereign airspace in the last twelve months.

There have been three authorised Treaty inspection flights by Russian military An-30b aircraft in UK airspace under the auspices of the multi-national Open Skies Treaty. On each occasion the UK received advance notice of the aircraft’s arrival and it was hosted for the duration of its mission at RAF Brize Norton.

For information on Russian naval assets entering UK territorial waters I refer the hon. Member to the answer given on 24 March 2015 by the previous Minister of State for the Armed Forces (Mark Francois) to Question number 218391.

To ask the Secretary of State for Defence, when a copy of DCDS(MilCap)/14/06/11, dated 18 June 2014, was presented to the Procurator Fiscal.

    Penny Mordaunt

A copy of the document was placed in the Library of the house on 20 March 2015 in response to Question 227404. Ministry of Defence (MOD) records suggest that it was not asked for by or provided directly to the Procurator Fiscal. The MOD routinely provides support to the Procurator Fiscal as required in order to support their investigations.
