    The level of installed capacity for wind and solar PV in Yorkshire and the Humber, for the ten years to 2014, is given in the attached table. Data for 2015 will be available on 29 September, 2016.

    To ask the Secretary of State for Energy and Climate Change, what her Department’s wellness strategy is.

    The Department of Energy and Climate Change is aligned with the Civil Service Health & Well-being Strategy which was agreed by the Civil Service People Board.

    This focuses on three priority areas:

    Mental Health

    Musculoskeletal Health

    Healthy Lifestyle

    In DECC this means we ensure visible senior leadership of the well-being agenda, we encourage all managers to undertake mental health awareness training increasing manager capability through Civil Service Learning training.

    We have been adopting the Public Health England ‘Workplace Well-being Charter’ and promoting ‘Time to Change’. The Department offers support to staff including ‘Employee Assistance’. The Department is also running wellbeing events and initiatives over the coming year.

    To ask the Secretary of State for Energy and Climate Change, when she will publish the findings of the Frontier Economics analysis commissioned by her Department in 2014 with the aim of further systematising her Department’s understanding of the whole system impacts of electricity generation technologies.

    DECC commissioned Frontier Economics late in 2014 to undertake a project on the Whole System Impacts of Electricity Generation Technologies on the electricity system.

    Given the variety of different terminologies and approaches to whole system impacts in existing literature, the core aim of the project is to set out a comprehensive framework to define whole system impacts and their components and drivers, which can be used to further systematise DECC’s modelling capability. The resulting methodological report is nearing completion following peer review by experts in the field of whole system impacts.

    The Office for Budget Responsibility published updated Levy Control Framework (LCF) spend projections alongside the Spending Review on 25 November and we anticipate they will publish an update alongside the March budget. The Department will publish further details on the LCF projections in due course.

    The Government announced in the Spending Review on 25 November 2015 that the Warm Home Discount scheme would be extended to 2020/21 at current levels of £320m per year, rising with inflation, to help households who are at risk of fuel poverty with their energy bills. Government will publically consult on changes to the scheme later this year.

    The spend that is under the International Development Act 2002 comes from the UK’s International Climate Fund (ICF) and the ODA-eligible proportion of the annual subscription to the UN Framework Convention on Climate Change. The remaining DECC ODA spend is the ODA-eligible proportion of the annual subscriptions relating to the International Atomic Energy Agency. This spend is governed by the Supply and Appropriation Act; we seek to ensure this expenditure is consistent with the aims of the International Development Act.

    As previously agreed, the application will be published alongside other successful direct free school applications in May 2016. This is in line with the established timetable of publishing applications three months after each announcement. However, the Secretary of State and Twynham Learning Federation have exceptionally agreed to also place a copy of the application and the decision letter signed by Sir David Carter, the former Regional Schools Commissioner for the South West in the House of Commons library. This will be done as soon as both commercially sensitive information and personal information, that may contravene the Data Protection Act, has been redacted. We will write to the Honourable Member when this has been done.

    To ask the Secretary of State for Education, with reference to her Department’s consultation on out-of-school education settings, launched on 26 November 2015, whether proposals to register out-of-school settings will require Ofsted inspectors to travel to Scotland, Wales or Northern Ireland to inspect tuition, training or instruction given outside of England by English-based institutions.

    The Government wants children to be educated in a safe environment where they are not taught hateful and extremist views that undermine British values.

    The proposal to regulate out-of-school education settings, as set out in the recently published call for evidence, applies to settings located and operating in England only. It is not proposed that Ofsted inspect settings operating in the devolved administrations.

    Officials in the Department have been in contact with their counterparts in Wales and Scotland to discuss the proposal, but oversight of out-of-school education settings operating in those countries is a matter for the devolved administrations.
