    To ask the Secretary of State for Culture, Media and Sport, when his Department plans to publish the results of the consultation into a universal service obligation for superfast broadband.

    In November 2015, the Prime Minister announced the Government’s intention to introduce a broadband Universal Service Obligation (USO) with the ambition to give people the legal right to request a connection to broadband with speeds of 10 Megabits per second (Mbps), no matter where they live. We intend to publish a consultation on our approach to introducing a broadband USO shortly, and will respond to that consultation in due course.

    To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to help arts and cultural organisations apply for funding from the EU’s Creative Europe programme.

    The Creative Europe Desk UK, which is part-funded by DCMS, raises awareness of the opportunities offered by the EU’s Creative Europe programme; encourages the UK’s creative sectors to engage in the programme through taking part in supported international initiatives and networks‎; and provides advice and support to UK-based applicants of Creative Europe. The Desk is led by the British Council and the BFI with a consortium of partners in the UK (Arts Council England, Creative Scotland, Arts Council of Northern Ireland, Welsh Government).

    The Department has made no estimation of the number of jobs that would be created by the Digital Single Market. According to the European Parliament, completing the Digital Single Market could add €415bn or around 3% to the EU’s GDP.

    To ask the Secretary of State for Culture, Media and Sport, what estimate his Department has made of the potential additional revenue that would be generated for the BBC by extending the licence fee to include viewing content on iPlayer.

    The Government is currently working with the BBC to come to an agreed estimate of the likely revenue impact. These measures are being introduced to ensure that payment of the licence fee is fair for the public and that those who enjoy BBC content pay the licence fee accordingly.

    To ask the Secretary of State for Culture, Media and Sport, what his Department’s planned expenditure on computer facilities for public libraries is for (a) 2016-17, (b) 2017-18, (c) 2018-19 and (d) 2019-20.

    Public libraries are funded and run by local authorities. However, through the Government’s development agency for public libraries, Arts Council England, funding is provided to support public libraries in England, some of which will fund computer facilities. Specific detail of this funding is not available. Future Arts Council England investment plans for public libraries will be developed following proposals from partner organisations.

    To ask the Secretary of State for Culture, Media and Sport, what his Department’s planned expenditure on workforce training for staff in public libraries is for (a) 2016-17, (b) 2017-18, (c) 2018-19 and (d) 2019-20.

    Public libraries are funded and run by local authorities. My Department has through Arts Council England’s Library Development Funding, which supports the development of public libraries in England including workforce training, provided £680,000 in 2012/13; £683,000 in 2013/14; £595,000 in 2014/15; and £744,000 in 2015/16. Workforce development is also one of the priorities of the Leadership for Libraries Taskforce, established in 2015 by my Department and the Local Government Association.

    To ask the Secretary of State for Culture, Media and Sport, with reference to page 91 of the Budget 2016, what steps he is taking to respond to planned changes to his Resource DEL in 2019-20.

    The Budget sets out that the government will find a further £3.5 billion of savings from public spending in 2019-20, building on the plans set out at Spending Review 2015. To inform future spending decisions and the delivery of these savings, the government is launching an efficiency review. The Chief Secretary to the Treasury, with the support of the Paymaster General, will lead this efficiency review, which will report in 2018. The Department for Culture Media and Sport will actively support this review.

    Departmental budgets were set out at Spending Review 2015. Budget 2016 set out that around £1.5 billion capital investment in areas such as housing, schools and transport will be accelerated.

    The Government announced a range of investments in arts projects across the country in the 2016 Budget. This included £1 million for the refurbishment of Drapers Hall in the 2017/18 financial year.

    At Budget 2016 the Government announced an intention to establish a Broadband Investment Fund. No decision has yet been made on the amount that will be invested. The next stage of the process will see the Government procure a fund manager to raise and manage the fund.
