To ask the Secretary of State for Work and Pensions, what assessment he has made of the effect on claimants of the time which elapses between a claim for universal credit and the first payment of that benefit.

    Priti Patel

With Universal Credit all claimants can get help with budgeting and those in financial need can ask for a Universal Credit advance.

To ask the Secretary of State for Work and Pensions, if he will make it his policy to extend the time limits on applications for bereavement allowance.

    Priti Patel

The time limit for claiming Bereavement Allowance is three months from the date of death, which is consistent with the time limit for other welfare entitlements. We are not considering extending this at this time. We are, however, currently developing the new Bereavement Support Payment due to be implemented for new claims from April 2017, and we will assess the merits of further flexibilities on backdating as part of this work.

To ask the Secretary of State for Communities and Local Government, if he will make an assessment of the potential effect of the time taken to conduct its Supported Accommodation Review on the number of beds available in the supported accommodation sector.

    Brandon Lewis

We understand the importance of ensuring that those people living in supported accommodation, who are generally the most vulnerable members of our society, receive appropriate protections.

The supported housing sector provides valuable support to some of our country’s most vulnerable people.

We have commissioned an evidence review of the supported housing sector which we expect to report shortly. Building on this review, we will continue to work with and listen to providers as part of developing a long-term sustainable funding regime.

In the meantime we have put in place a one-year exception for all supported accommodation from the social rent reduction measures and the Local Housing Allowance cap, so there will be no material change in this financial year.

As the Prime Minister announced in his speech on 11th January, funding for relationship support is being doubled in this Parliament with an extra £35 million to support family relationships. The below Parliamentary question was asked by Alison Thewliss on 2016-04-18.

To ask the Secretary of State for Work and Pensions, what estimate he has made of the cost to the public purse of the Government’s planned increase in the number of presenting officers at employment and support allowance and personal independence payments tribunal hearings.

    Justin Tomlinson

The Department is increasing the attendance of Presenting Officers at appeals to help ensure the right decision is reached.

We’ve estimated that it will cost approximately £22m to increase the number of Presenting Officers at ESA and PIP Tribunal hearings. The vast majority of the £22m, which will be spent over three years, will be used for Presenting Officer salary costs, with a small proportion for Learning and Development, communications and start up project costs.
