Lilian Greenwood – 2016 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Lilian Greenwood on 2016-05-24.

To ask the Secretary of State for Transport, what information his Department holds on how many diesel vehicles there were in the UK by (a) Euro 1, (b) Euro 2, (c) Euro 3, (d) Euro 4, (e) Euro 5, (f) Euro 6 emission categories on the most recent date for which figures are available; and how many vehicles there were on that date that did not conform to a Euro emissions standard.

    Andrew Jones

The Driver and Vehicle Licensing database does not include the Euro Emission Standard. However, it does contain the year of first registration from which the number can be estimated.

The estimated number of diesel cars licensed at the end of December 2015 that were first registered during the period of which each of the Euro standards were in place are as follows:-

    Pre Euro 1

    11,083

    Euro 1

    47,336

    Euro 2

    216,309

    Euro 3

    2,191,698

    Euro 4

    3,887,142

    Euro 5

    4,802,451

    Euro 6

    474,970

There were 296,788 cars that were imports or older cars for which the date of first registration is unknown.

To ask the Secretary of State for Transport, how many visits (a) Ministers and (b) officials in his Department have made to Coventry in each of the last five years.

    Mr Robert Goodwill

Ministers and officials regularly undertake a variety of visits to all areas of the country. To ascertain precisely how many visits may have been made over the specified time period would incur a disproportionate cost.

To ask the Secretary of State for Transport, what his policy is on the regulation of drones to protect the public from their misuse.

    Mr Robert Goodwill

I refer the Honourable Member to my answer given on 9 May 2016 UIN 36085 regarding the regulations addressing the criminal use of drones, and to my answer given on 9 May 2016 UIN 36086 regarding privacy.

The Government is planning to consult on a range of measures on drones over the summer, and will then seek any further appropriate legislative measures through the Modern Transport Bill.

To ask the Secretary of State for Transport, with reference to the vehicle safety recalls of Vauxhall Zafira B models, what assurances he has received from Vauxhall that all blower motors will be replaced in every vehicle that has been recalled.

    Andrew Jones

Under the secondary safety recall (R/2016/104) all affected Vauxhall Zafira B vehicles equipped with manual control heating and ventilation systems produced between 10/02/2005 and 24/10/2014 will be recalled to receive a new heater blower motor as part of the safety recall.

To ask the Secretary of State for Transport, if he will direct Vauxhall to extend the vehicle safety recall of Zafira B models to include those equipped with automatic climate control.

    Andrew Jones

There are no plans to tell Vauxhall to extend the vehicle safety recall of Zafira B models to include those equipped with automatic climate control.

The secondary safety recall (R/2016/104) affects only Vauxhall Zafira B vehicles equipped with a manual control heating and ventilation system.

Vauxhall Zafiras fitted with automatic climate control use a different resistor pack that is not affected by manipulation or degradation, so their inclusion in the safety recall is unnecessary.

To ask the Secretary of State for Transport, what plans his Department has to better connect cycling and rail infrastructure to support more active travel.

    Mr Robert Goodwill

The Department is funding £14.3 in 16/17 to improve integration between cycle and rail through the provision of new cycle facilities at railway stations. This includes new high quality cycle parking, cycle hire and improved access to stations and will support more active travel.

In conjunction with this, a revised version of the Cycle Rail Toolkit was published on 19 May 2016 which will help those implementing cycle-rail facilities to ensure that high-quality infrastructure is in place to encourage new users and to ensure that cycling to stations becomes easy and convenient and the natural choice for short trips to the station.

To ask the Secretary of State for Transport, with reference to his Department’s publication Road Traffic Estimates: Great Britain 2015, published on 19 May 2016, page 17, what assessment he has made of the reasons for the reported decline in cycling miles between 2014 and 2015.

    Mr Robert Goodwill

These figures show that the number of miles cycled is higher than two years ago and the broad trend is a steady increase. Single year comparisons don’t always tell the full story. They can be affected by a number of factors including how the statistics are measured (whether cyclists were on the road or a cycle path for a particular segment of their journey), weather or even topical events (such as the Tour de France, which may explain the significant spike in 2014). The Government remains committed to increasing cycling and doubling the number of journeys. On 27 March the Government published its first Cycling and Walking Investment Strategy in draft. The final Strategy will be published in the summer.
