To ask the Secretary of State for Health, which GP practice lists in West Sussex have been closed in the last 12 months; and for what reasons each such list was closed.

    Alistair Burt

NHS England has advised that two surgeries in West Sussex have closed their practice lists. This information does not account for any practice list closure that may have occurred in April 2016 and May 2016.

Ship Street Surgery in East Grinstead applied to formally close their patient list to new patient registrations, which was approved for a six month period from 1 April 2016, with a review after three months. Additionally, Bridge Medical Centre in Crawley also recently applied to NHS England to formally close its list to new patients, which was approved for a period of 12 months from 1 April 2016 to 31 March 2017, subject to a review at three months.

NHS England advises there has been increased demand on general practitioner services in the area due to new housing developments. NHS England is working with the practices and Horsham and Mid Sussex Clinical Commissioning Group to put in place action plans to address the situation in East Grinstead.

    Ben Gummer

This is a matter for NHS Improvement. We are informed by NHS Improvement that no payment was made by the NHS Trust Development Authority (NHS TDA) in connection with Bernie Cuthel’s secondment and employment at Manchester Mental Health and Social Care NHS Trust or her employment at the Betsi Cadwaladr Health Board. The NHS TDA became part of NHS Improvement in April 2016.

To ask Mr Chancellor of the Exchequer, what data from which year of the National Diet and Nutrition Survey has been used to inform the development of the soft drinks industry levy.

    Damian Hinds

A wide range of data shows that children in the UK are consuming too much sugar, and this is a cause of obesity and a driver of obesity-related disease. A single 330ml can of cola may contain 9 teaspoons of added sugar, which is more than a child’s daily recommended intake. This is why the government has announced an industry levy designed to encourage producers to reduce the amount of added sugar in drinks.

The most recent published National Diet and Nutrition Survey (NDNS) includes data from 2008 to 2012. It reports that sugar sweetened soft drinks are a major contributor to daily sugar intake for children, accounting for about 30% of the daily sugar intake alone.

To ask the Secretary of State for Health, what steps his Department is taking to address barriers faced by people with ME in accessing care and support; and if he will make a statement.

    Jane Ellison

The commissioning of services for people with chronic fatigue syndrome/myalgic encephalomyelitis (CFS/ME), is a local matter. To support the local NHS in shaping services for people with CFS/ME, the National Institute for Health and Care Excellence (NICE) has published a clinical guideline on the management of CFS/ME in adults and children, which set outs best practice on the care, treatment and support of people with the condition.

Although there is no cure for CFS/ME, there are treatments that may help to ease symptoms. The NICE guideline on CFS/ME recommends treatment such as cognitive behavioral therapy and graded exercise therapy approaches, which have the clearest research evidence of benefit. However, the guideline is clear that there is no one form of treatment to suit every patient. Treatment approaches will not be appropriate for all patients and the needs and preferences of patients should be taken into account. Shared decision-making between patients and healthcare professionals should take place during diagnosis and all phases of care. Furthermore, patients should be offered information about local and national self-help groups and support groups for people with CFS/ME and their carers.

NICE last reviewed the guidance with its stakeholders, including CFS/ME charities during 2013. The review found no update was required. The full guideline may be viewed on the NICE website at the following link:

To ask the Secretary of State for Health, what measures are in place to support people who have had adverse reactions to vaccines administered by the NHS.

    Jane Ellison

The Vaccine Damage Payments Scheme (VDPS) was set up under the Vaccine Damage Payments Act 1979 to provide a measure of financial help in those very rare circumstances where it is established that severe disability was caused by vaccination administered by the National Health Service.

It is only one part of the wide range of support and help available to severely disabled people in the United Kingdom. The VDPS does not prejudice the right of the injured person to pursue a claim for compensation against the manufacturer of the vaccine.

To ask the Secretary of State for Health, what compliance procedures the Medicines and Healthcare Products Regulatory Agency has to ensure that its pharmacovigilance functions do not conflict with the relationships it builds with private companies when seeking business from such companies.

    George Freeman

The requirements for the pharmacovigilance functions of the Medicines and Healthcare products Regulatory Agency (MHRA) are set out in European legislation through Directive 2010/84/EU and Regulation (EU) No 1235/2010 and in the Human Medicines Regulations 2012. MHRA is required to carry out independent audits of these pharmacovigilance functions and report to the European Commission every two years. This is in addition to routine reporting to the Commission on Human Medicines.

The requirements on private companies in the pharmaceutical industry that hold Marketing Authorisations for medicinal products are also set out in the same legislation and the MHRA carry out inspections to ensure these companies are compliant with the requirements. The MHRA has contact with pharmaceutical companies in its day to day business as necessary to fulfil the requirements of its pharmacovigilance functions.

To ask the Secretary of State for Health, whether the Parliamentary Under Secretary of State for Public Health has seen the complaint by the Nordic Cochrane Centre to the European Medicines Agency regarding maladministration at that organisation; and if he will make a statement.

    Jane Ellison

I am aware of the document from the Nordic Cochrane Centre. Whilst the issues raised are a matter for the European Medicines Agency (EMA), we are satisfied that the EMA has adequate processes in place to manage any potential conflicts of interest of its scientific experts and to uphold the integrity and impartiality of its decision-making. There was consensus agreement amongst EU Member States on the conclusions of the recent human papilloma virus (HPV) vaccine safety review, and we have confidence in the outcome of this review.

Aside from the EMA review, the World Health Organization’s Global Advisory Committee on Vaccine Safety advised in December 2015 that it had not found any safety issues to date that would alter its recommendation to use the vaccine. It concluded that there is no evidence that postural orthostatic tachycardia syndrome and complex regional pain syndrome are associated with HPV vaccination. Thorough reviews undertaken by the US Centre for Disease Control and Prevention and Health Canada have also concluded that available evidence does not support a link between HPV vaccine and development of serious and chronic illnesses.

To ask the Secretary of State for Health, how many cases of Ehlers-Danios Syndrome have been diagnosed in each of the last five years.

    George Freeman

These data are not held centrally by the Department.

Ehlers-Danlos Syndrome (EDS) is a complex group of heritable disorders of connective tissue with an estimated prevalence of one in 20,000. As EDS appears in a variety of forms rates of diagnosis can be underestimated.
