    The Department for Transport has not commissioned any research in respect to the condition of rural roads.

    In December 2014 it was announced how this Government is allocating record funding of just under £6 billion to local authorities in England, outside London, for highways maintenance between 2015 and 2021. This funding can be used to fix potholes and improve the condition of the rural road network depending on the priorities and needs of the respective highway authority.

    The following weblink provides information on how much funding is to be allocated between now and 2021 to local highway authorities for local highways maintenance. The funding is based on a formula which includes the length of carriageway an authority is responsible for rather than need:

    Herefordshire County Council will receive over £60 million between 2015 and 2021 from this funding.

    To ask the Secretary of State for the Home Department, for what reasons the premium renewal service for passports is not available for children’s passports.

    Access to the premium service is subject to the ability of HM Passport Office to carry out sufficient checks and safeguards within the four-hour period under which a decision must be taken on the passport application. The renewal or replacement of a child’s passport requires additional security checks to be conducted to protect the best interests of the child and it is not feasible for these to be completed within the current premium service timescale.

    To ask the Secretary of State for the Home Department, whether the Wilson Doctrine has been consistently applied to the communications of the hon. Member for Nottingham North; and whether that hon. Member has been subject to surveillance.

    The Government’s position on the Wilson Doctrine was set out by the Prime Minister in a written ministerial statement made on 4 November 2015.

    As the Prime Minister made clear, the Wilson Doctrine has never been an absolute bar to the targeted interception of the communications of Members of Parliament or an exemption from the legal regime governing interception. The Doctrine recognised that there could be instances where interception might be necessary.

    The Prime Minister announced that as matter of policy the PM will be consulted should there ever be a proposal to target any UK Parliamentarian’s communications under a warrant issued by a Secretary of State. This applies to Members of Parliament, members of the House of Lords, the Scottish Parliament, the Northern Ireland Assembly, the Welsh Assembly and UK members of the European Parliament. It applies to all activity authorised by a warrant issued by a Secretary of State: any instance of targeted interception and, electronic surveillance and equipment interference, when undertaken by the Security and Intelligence Agencies. This is in addition to the rigorous safeguards already in the Regulation of Investigatory Powers Act 2000 (RIPA) and the Code of Practice issued under it which set out a series of robust safeguards for any instance of interception.

    It is long standing policy of successive Governments neither to confirm nor deny any specific activity by the Security and Intelligence Agencies. Under the Regulation of Investigatory Powers Act 2000 it is an offence for anyone to identify an individual interception warrant or an individual interception that takes place.

    The Government has a manifesto commitment to extend the Right to Buy to 1.3 million housing association tenants.

    The deal we have made with the National Housing Federation ensures that housing associations will give their tenants the opportunity to buy their home with an equivalent discount to the Right to Buy, delivering the manifesto commitment.

    The Government is in discussion with the National Housing Federation and the housing association sector to ensure that the right arrangements are put in place to support the implementation and delivery of the proposals.

    Estimates of the number and proportion of children in relative and absolute low-income are published in the National Statistics Households Below Average Income (HBAI) series.

    Due to small sample sizes figures for constituency level are not available as robust estimates cannot be produced for local level geographies. However, HBAI does provide 3-year average estimates of the number and proportion of children in relative and absolute low-income for each region in the UK. Analysis by region is presented as three-year averages as single-year estimates are considered too volatile. Figures are presented in financial year estimates and are available up to 2013/14

    This issue was considered in the last Parliament by the House of Commons Procedure Committee in its first report of Session 2013-14 (HC189). The Committee considered whether to recommend the adoption of an e-tabling system, but concluded that it was not appropriate for EDMs to be tabled electronically unless significantly stronger authentication than was then required for parliamentary questions could be guaranteed. However, it did recognise that there might be benefits in allowing MPs to add their signatures to EDMs electronically.

    Following the closure of the savings programme, the House authorities continue to consider how they can improve effectiveness and drive innovation, including in the area of electronic delivery of services.

    I suggest that the Honourable Gentleman raises the issue with the Procedure Committee.
