    To ask the Secretary of State for Business, Innovation and Skills, what the reasons are for his proposal to exclude taught masters students who are over the age of 30 from the new postgraduate loans scheme proposed for England.

    A consultation on the proposed postgraduate Master’s loan scheme was held earlier in the year. The consultation covered proposed terms and conditions, including an age eligibility criterion and the eligibility of distance learning. Consultation responses are currently being analysed and the Department will respond in the autumn.

    Ticket gates barriers are operated and provided by a number of different operating companies at national rail stations, Docklands Light Railway, TfL Overground and tube stations across London. No such estimate has been made across all stations in London.

    To ask the Secretary of State for Justice, pursuant to the Statement by the Minister for Courts and Legal Aid, of 15 October 2015, HCWS 239, on HM Courts and Tribunals Service, what the total cost to the Exchequer was of the discontinued procurement process referred to in the statement.

    As I told the House on 15 October, we took the decision not to outsource HMCTS compliance and enforcement services to a single supplier because of the need to ensure that any contract we let provided the best value for the taxpayer.

    The total cost of the Compliance and Enforcement Service Project as of end of September 2015 was £8,723,645.

    As I stated in my Written Ministerial Statement of 15 October, the department has withdrawn the procurement for an external provider for compliance and enforcement services. Therefore permanent members of staff employed by Her Majesty’s Courts and Tribunals Service in compliance and enforcement roles will remain as civil servants.

    To ask the Secretary of State for Justice, how many times Medway Secure Training Centre has contacted an external teaching agency to request a teacher since it was awarded the contract.

    G4S, which holds the current contract for Medway Secure Training Centre, has once used an external teaching agency to recruit one member of teaching staff.

    Prior to 2010 education at Medway was provided by Manchester College. Information on this provider’s use of agency staff is not held centrally.

    All STC staff, both temporary and permanent, must undergo background checks and be approved by the Youth Justice Board prior to appointment.

    We have not made a specific assessment of the impact which introducing net metering could have on the UK energy system. However, we are currently consulting on the future of the feed-in tariff and will consider all stakeholder views, including any representations on net metering, as part of the government response. The consultation closes on 23rd October 2015.

    To ask the Secretary of State for Energy and Climate Change, what proportion of Feed in Tariff component of the Levy Control Framework cost is accounted for by the cost of ongoing support for the installations made before 2012.

    The cost to consumers of the feed-in tariff scheme (FITs) in 2014/15 will be around £850m (in 11/12 prices). Our central estimate of the cost to consumers of FITs in 2020/21 is £1600m (11/12 prices) in the ‘do nothing’ option of the consultation impact assessment. The FITs levelisation fund in 2011/12, indicating total annual spend on the scheme at that point, was £151m (also in 11/12 prices). Therefore installations accredited in 2011/12 or before are forecast to make up approximately 18% of current spend on the scheme and 10% of the FITs LCF estimates in 2020/21.
