    M​any transgender people face discrimination in the workplace, as well as in their day-to-day lives. That is why I will publish guidance for employers and service providers on 26 November 2015, to improve knowledge and understanding.

    I want to continue to raise awareness of the issues and discrimination facing many transgender and non-binary people.

    On Transgender Day of Remembrance, 20 November 2015, my department became the first to fly the transgender flag, remembering all those who have lost their lives and faced discrimination.

    To ask the Secretary of State for Justice, if he will bring forward proposals to amend the Gender Recognition Act 2004 to remove the requirement for a diagnosis of gender dysphoria as a pre-requisite for obtaining legal gender recognition.

    The Government takes transgender equality issues very seriously and has actively contributed towards the Women and Equalities Select Committee’s inquiry into transgender equality. There are no current plans to review the Gender Recognition Act, however the Government will consider the recommendations of the inquiry once they become available.

    To ask the Secretary of State for Justice, what recent discussions he has had with the National Offender Management Service on the implementation of guidelines on the care and management of transsexual prisoners.

    As I informed the Women and Equalities Committee, the National Offender Management Service is currently reviewing the policy document on transgender prisoners to ensure that this continues to provide the most appropriate support for transgender people in custody, as well as extending it to address the needs of transgender people serving community sentences. I will be taking a close personal interest in this to ensure that transgender offenders continue to be appropriately cared for and supported. The intention is to implement the revised guidance in due course.

    By way of context, the equivalent total figure for 2009 is 123,695 cars.

    These vehicles would have been clamped by the Driver and Vehicle Licensing Agency’s national wheelclamping contractors or by local authorities and police forces with devolved powers to clamp and impound unlicensed vehicles.

    To ask the Secretary of State for Transport, what timetable he has set for the sale of the Vehicle and Operator Services Agency testing station in Ennerdale Road, Shrewsbury.

    The Driver and Vehicle Standards Agency (DVSA’s) heavy goods vehicle testing station in Ennerdale Road, Shrewsbury is a fully operational site. As part of its testing transformation programme, DVSA anticipate that the site will cease testing and close by 2019, at the latest. However, DVSA does not currently have a timetable for the closure and subsequent disposal of the site.

    To ask the Secretary of State for Transport, if he will bring forward proposals to amend the Civil Enforcement of Parking Contraventions (England) Representations and Appeals Regulations 2007 to enable the adjudicator to make an order awarding costs and expenses to appellants in successful parking appeals; and if he will make a statement.

    Under current regulations the adjudicator may make an order awarding costs and expenses against an enforcement authority where the adjudicator considers that the disputed decision was wholly unreasonable. The adjudicator may also award costs and expenses against either party where that party has acted frivolously or vexatiously or where their conduct in making, pursuing or resisting an appeal was wholly unreasonable. The Government has no plans to change this arrangement.

    To ask the Secretary of State for Transport, what progress the traffic commissioners have made on reviewing and modernising the regulation of commercial vehicle drivers.

    The Senior Traffic Commissioner has reviewed and redrafted a number of Statutory Guidance Documents (SGDs) including SGD6 on Vocational Driver Conduct. This reviewed guidance was publically consulted on in July 2015 and the responses published in October. As stated in the Traffic Commissioners Strategic Objectivesdocument these guidance documents will be published before the end of this calendar year.

    To ask the Secretary of State for Transport, what recent assessment he has made of the effectiveness of the traffic commissioners in enforcing bus service reliability and punctuality.

    The Department for Transport has regular discussions with the Senior Traffic Commissioner and the Driver and Vehicle Standards Agency (who provide evidence to the Traffic Commissioners on bus punctuality) on bus punctuality enforcement issues. I am pleased to note that in England 83% of non-frequent bus services ran on time in 2014/15 compared to 80% in 2009/10.
