    The Financial Conduct Authority (FCA) has committed to undertake a review on unsolicited marketing by consumer credit firms. This will take place early next year. The FCA intends to consult on any proposals in summer 2016.

    The FCA requires that when cold calling by phone, the identity of the person and the firm is made clear at the outset, as well as the purpose of the communication, so the consumer can decide whether to proceed.

    To inform work to replace the current levy system, we have commissioned an independent economic analysis of the costs and funding of horseracing. This economic analysis work will also examine relevant comparable models, including the Australian system, however any reform of the Levy will need to comply with EU law.

    The levy rate is set annually and is paid by bookmakers based in Great Britain, it does not currently apply to betting operators based offshore. The Government remains committed to replacing the current levy system to create a level playing field for British based and offshore gambling operators.

    We announced, as part of the outcome of the Spending Review in November, a £2.3 billion Starter Homes funding package to support the delivery of our manifesto commitment to build 200,000 Starter Homes by 2020. This is part of the £8 billion we are investing to deliver 400,000 new affordable housing starts. Further details about this funding will be announced shortly.

    To ask the Secretary of State for Communities and Local Government, pursuant to the Answer of 15 October 2015 to Question 11444, when the regeneration strategy for Jaywick will be fully implemented; and if his Department will (a) provide additional resources to improve the (i) standard of housing and (ii) quality of life and (b) liberalise planning rules for house building in Jaywick and Brooklands.

    The Jaywick Coastal Community Team are preparing their Economic Plan, to be completed by the end of January 2016. The Plan will outline the key economic issues facing Jaywick, setting out both the short term and longer term priorities for the Coastal Community Team.

    The Chancellor confirmed at Autumn Statement last week that the Coastal Communities Fund will be extended from 2017-18 to 2020-21 with at least £90 million of new funding. Details of the next bidding round will be announced in the New Year. The focus of the Fund will remain on support for sustainable jobs and growth.

    Tendring Council received £1.8 million in New Homes Bonus in 2015-16 and a total of £5.2 million since the scheme started in 2011-12. All new homes are constructed in accordance with Building Regulations, ensuring they meet minimum standards in respect of health, safety and sustainability.

    To ask the Secretary of State for Communities and Local Government, when the Government will inform local authorities of the increased funding that will be available for housing Syrian refugees.

    The first 12 months of a refugee’s resettlement costs are funded by Government using the Overseas Development Aid budget.

    In November 2015 the Government announced around £129 million to assist with local authority costs over years 2-5 for those local authorities who are resettlling refugees under the Syrian Vulnerable Persons Resettlement Scheme. This is unringfenced funding and it will be for local authorities to decide how to use the funding to support the refugees they resettle.
