    To ask Her Majesty’s Government what is their definition of a sink estate and what criteria they are using to draw up a list of them; what discussions they have had, or will have, with local authorities before drawing up such a list and before any decisions are made about the future of estates on that list; and which estates they have so far identified that (1) qualify as sink estates, and (2) they propose to demolish in whole or in part.

    The Estates Regeneration Advisory Panel members, criteria and terms of reference will be published in due course.

    The Panel will evaluate the potential for the regeneration of particular estates over the coming months, and will report by this year’s Autumn Statement.

    To ask Her Majesty’s Government what are the role and responsibilities of the National Infrastructure Commission (NIC) in relation to flood prevention and defences; whether they have been changed in the light of recent flooding; whether they have asked the NIC for advice following that flooding; and whether they have received any such advice.

    The National Infrastructure Commission is an independent body that will advise on the country’s infrastructure challenges by adopting a long-term approach in assessing the UK’s infrastructure needs over a 10 to 30 year horizon.

    The Commission will have a mandate to examine all sectors of economic infrastructure – including flood defences, energy, transport, water and sewage, waste and digital communications.

    The Government has not made any assessment of this nature. It is a matter for chief officers, working with their Police and Crime Commissioners to decide the size and makeup of their workforce, taking into account local priorities.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Williams of Trafford on 17 December 2015 (HL4437), whether any independent research has been undertaken recently into the number of town-centre shoppers who use public transport and the relative value of shopping trips made by public transport users and shoppers who travel by other means.

    The Department of Transport is aware of three recent reports. Greener Journeys released “Buses and Economic Growth” (2012), which was funded by Greener Journeys members, and “Buses and the Economy II” (2014), which was part-funded by the Department for Transport. These reports consider the number of people who travel on shopping trips by different means of transport, including buses, and the value of their spending. Passenger Transport Executive Group (PTEG), now Urban Transport Group, released “The Case for the Urban Bus” (2013), which considers the extent to which people use buses for shopping trips in metropolitan areas.

    We did not provide financial support to the exhibition Sand in My Eyes: Sudanese Moments at the Brunei Gallery, which is co-presented by the Brunei Gallery, SOAS and the Embassy of the Republic of Sudan.

    We are aware that the Sudanese Ministry of Foreign Affairs are supporting the exhibition, however no formal assessment has been made whether the exhibition has received funding from the Government of Sudan or the Sudanese National Intelligence and Security Services.

    The human rights situation in Sudan remains of serious concern; HMG consistently raise our concerns with the Government of Sudan and armed opposition groups and, where relevant, in the UN.

    To ask the Secretary of State for Work and Pensions, if he will take steps to reimburse claimants who use the Wallasey Jobcentre Plus in Liscard for the additional cost of travel to an alternative site when that office closes.

    Assessment is made on the impact to claimants of any relocation of DWP business. Should the closure go ahead, the move would be 2 miles and approx. 20 minutes travel by public transport,to Birkenhead Jobcentre Plus. Depending on the claimant’s circumstances, reimbursement of additional costs would be considered if claimants were expected to attend an appointment at the Jobcentre that does not fall on their official signing day.

    The Department is currently developing the design of the new Work and Health programme, and this includes consideration of what support disabled claimants might need to move into work, including specialist support, and how that support might best be delivered within the new programme.

    The Department will publish the details of this within the specification for the new programme later this year.
