    As stated in National Security Strategy and Strategic Defence and Security Review 2015 (Cmd 9161), the UK conducts world-class innovation across all the major commercial technology sectors with national security applications, including aerospace, biotechnology and medical sciences, big data, cyber security, satellites, robotics and advanced materials.

    The defence and security industries make a major contribution to our prosperity. In the UK they employ over 215,000 people, predominantly highly skilled, and support a further 150,000, as well as 6,500 apprentices. In 2014, both industries had a collective turnover of over £30 billion, including defence and security export orders worth £11.9 billion.

    Asylum seekers cannot claim asylum in the UK if they are in France. If a person requires international protection they should claim asylum in France, which is bound by the same EU and international obligations as the UK.

    If after claiming asylum in France it is established that the UK is the state responsible for examining their claim on the basis of Dublin Regulation, including under its family unity provisions, a take charge request may be submitted to the Home Office.

    Information on the number of people who have lost more than 25 per cent of their financial claims compensation to the claims management company (CMC) handling their claim is not held centrally.

    Our priority is to protect consumers who choose to use CMCs. We have consulted on proposals to cap the level of fees that CMCs providing financial claims services can charge consumers. These proposals aim to help consumers get more of the compensation due to them. We are carefully considering the consultation responses and the Government will publish its response in due course.

    I held a large number of meetings as part of the St David’s Day process. These included meetings with the parliamentary representatives of the four main political parties in Wales to identify which Silk Commission recommendations had political consensus to be taken forward. It was agreed that discussions at these meetings would remain confidential, and the Government has no plans to publish minutes.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what incentives her Department provides to farmers to increase bee habitats.

    This is a devolved matter, so I can only answer for England. Defra has made £900 million available for the new Countryside Stewardship scheme, launched in July 2015. For the first time ever this includes a dedicated Wild Pollinator and Farm Wildlife package. We are pleased that over half of mid–tier applications for agreements contain this package of options. The package has been developed by Natural England working in close partnership with wildlife organisations, the farming community and national pollinator scientists. This ensures it is based upon the best available evidence.

    Countryside Stewardship plays a key role in supporting the National Pollinator Strategy, which demonstrates the Government’s commitment to improving the status of the country’s 1,500 or so pollinating insect species. This is a programme of collaborative action and cooperation that contains a wide range of specific actions to supporthabitats for bees on farmland. In November 2015 Defra published the implementation plan for the strategy, which highlights the progress made to date, including guidance and training to farmers on supporting pollinators from the Campaign for the Farmed Environment.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that (a) young people moving from CAMHS to adult services are supported and (b) there is a comprehensive transition plan for each such person.

    The ambitious national programme of work as set out in Future in mind will see a system-wide transformation in children and young people’s mental health. This is specified in the Government’s Mandate to NHS England.

    In taking this forward, NHS England has asked all clinical commissioning groups, working closely with their partners, to develop Local Transformation Plans to transform their local offer for mental health and wellbeing services for children and young people. These Plans must address the full spectrum of mental health: from prevention and resilience building, to support and care for existing and emerging mental health problems, as well as transitions between services, including moving from children to adult mental health services.

    It is the responsibility of local providers to ensure an appropriate transition plan is in place for each individual that requires one. In 2015, NHS England published a non-mandatory service specification for transitions from child and adolescent mental health services. The aim of this sample specification is to support commissioners responsible for funding transitional services for adolescents with mental health problems.
