    To ask the Secretary of State for Justice, what recent discussions he has had with the Home Secretary on steps to remove foreign national offenders from UK prisons to their home countries.

    The Secretary of State for Justice and the Home Secretary have regular bilateral meetings where they discuss progress on removal of FNOs. As announced in the Prime Minister’s speech on 8 February, MoJ officials have also been working closely with the Home Office to introduce a legal requirement for defendants appearing in court to provide their name, date of birth and nationality. This will enable earlier identification of foreign national offenders and help with the removals process.

    To ask the Secretary of State for Health, how many people with severe and enduring mental health problems are (a) eligible for and (b) receiving social care.

    Health and Social Care Information Centre’s Short and Long Term Support data shows that the number of people accessing long term adult social care support during the year to 31 March 2015 with the primary support reason of “Mental Health Support” was 110,000.

    A further 6,000 new clients with the primary support reason of “Mental Health Support” received short term adult social care support to maximise independence.

    The data shows the number of people local authorities have considered as eligible for social care support.

    Border Force fully accepted the recommendations of the Independent Chief Inspector of Borders and Immigration regarding General Aviation and General Maritime and is implementing changes as quickly as practicable. Border Force is working with other government departments and partners to deliver improvement during 2016-2017 and is closely monitoring progress.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, when he expects the follow-up report to Children in Military Custody, a report written by a delegation of British lawyers on the treatment of Palestinian children under Israeli military law, published in June 2012, to be published.

    The question of when a follow-up report will be published is a matter for the delegation of lawyers that will write it. Meanwhile, the UK Government continues to push for the full implementation of changes recommended in the 2012 report and will work with the Israeli authorities to identify ways to improve these practices.

    To ask the Secretary of State for Transport, what processes the Government has in place to check luggage on flights to the UK at (a) departing airports with known security concerns and (b) the destination airport.

    Under international treaties administered by the International Civil Aviation Organisation (ICAO), all contracting states are responsible for the implementation of aviation security regimes in their own airports, to be applied according to a number of standards and recommended practices set out by ICAO.

    Baggage belonging to air passengers arriving in the UK is screened for security purposes at the airport of departure and would only be re-screened if the passenger was taking an onward flight from a UK airport.

    The standards of aviation security applied to flights inbound to the UK are a priority for the Department for Transport. The Department deploys a network of skilled professionals to engage with host states supporting the improvement of standards in aviation security. This is to ensure the protection of all inbound UK flights, out of those regions by identifying and mitigating security risks, including vulnerabilities at international airports worldwide.

    The publicly available guidance on Third Country cases and the Enforcement and Instructions Guidance that refer to the Dublin Regulation are both under review and will be published shortly. Training on the Dublin Regulation in EU No. 604/2013 has been provided to Home Office officials dealing with Third Country cases.

    The BBC World Service has advised that they maintained short wave broadcasts to Africa in all languages broadcast since 1999 except: •2010 – Swahili in Kenya •2011 – Portuguese in Southern Africa, primarily Mozambique.

    To ask the Secretary of State for Education, what plans she has to improve food hygiene safety in schools, children’s clubs and nurseries that failed to meet satisfactory standards in inspections last year.

    Local authorities are responsible for food hygiene inspections of schools, children’s clubs and nurseries at which food is served regularly to children. Food hygiene legislation requires these premises to be registered as food businesses. The Food Standards Agency, which sets policy for and monitors enforcement of food safety legislation by local authorities, has advised that approximately 99% of educational establishments and caring establishments, including schools, children’s clubs and nurseries, have satisfactory or better food hygiene standards.

    Local authorities work with food businesses to make improvements in any premises that fail to meet satisfactory standards during inspections and may take a range of enforcement actions as considered appropriate in the circumstances of each case. The honourable member for Bolton North East or members of his constituency may contact the relevant local authority or the Food Standards Agency for detailed information about specific premises that are of concern to him.
