    To ask the Secretary of State for Business, Innovation and Skills, what the estimated (a) cost of establishing and (b) annual running cost of the Institute of Apprenticeships is; whether his Department has made an assessment of the effects of funding that institute on his Department’s annual programme budget; and if he will make a statement.

    The final size and structure of the Institute for Apprenticeships will be determined by the shadow chair and CEO later in the spring and this will then determine its final running cost. The body will be funded by Government using public funds, as the rest of the governance system is, and it is expected that some funding will be freed up from savings across the Department.

    At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s position, as set out by the Prime Minister to the House on 22 February, is that the UK will be stronger, safer and better off remaining in a reformed EU.

    The Data Services for Commissioners Programme Board, which is the oversight mechanism with responsibility for the delivery of the future state, and comprises representatives from the stakeholder groups committed to its delivery, met for the first time on 9 December 2014. The delivery of the programme is ongoing and on track to deliver increasing levels of functionality from 2017 onwards.

    To ask the Secretary of State for Justice, what additional resources were made available to prisons to accommodate the increased number of people recalled to custody following the introduction of the Offender Rehabilitation Act 2014.

    The Offender Rehabilitation Act was a key piece of legislation under the Transforming Rehabilitation Programme that extended statutory rehabilitation to offenders who served short sentences. Time spent on licence is an integral part of a custodial sentence. It is right that all offenders under probation supervision are subject to strict monitoring. In some cases offenders are recalled if their behaviour is causing concern to prevent a further offence from being committed.

    In order to enable prisons to deliver the requirements of the act the National Offender Management Service reviewed resources within each prison establishment Offender Management Units that received remand prisoners. Following this review additional roles were introduced across prison establishments to support the increased casework processes.

    The Government welcomes industry’s commitment to tackling the issue of excessive alcohol consumption in airports and on-board aircraft. The use of tamper-proof bags for duty-free purchases is currently being trialled at a number of UK airports and as part of that trial industry will reach a view on the potential merits of this approach.

    I have regular discussions with my Ministerial colleagues on a range of issues, including City Deals.

    Aberdeen, Edinburgh and Inverness all submitted City Deal proposals to the UK and Scottish Government on 4 September. The Scotland Office is working with the Department for Communities and Local Government to study the proposals in depth, as well as discussing them with the Scottish Government to achieve outcomes that benefit both Scotland and the UK.

    Through the Spending Review the Government has committed to investing £8 billion to deliver over 400,000 affordable housing starts, doubling our investment from 2018-19.

    This funding includes £1.7 billion for around 100,000 homes for affordable or intermediate rent, which will be delivered between 2015 and 2021.

    We are aware of, and concerned by, the cases of Raif Badawi, Waleed Abu al-Khair, and Ashraf Fayadh. We have raised the cases of Raif Badawi and Waleed Abu al-Khair with the Saudi Arabian authorities and we continue to use suitable opportunities to raise our concerns over all these cases. We do not expect Mr Badawi to receive the lashes he has been sentenced to receive. We strongly support freedom of expression in every country and regularly make the Saudi Arabian authorities aware of our views.

    To ask the Secretary of State for Health, what regulations there are on the ratio of staff to patients in care homes.

    There are no regulations setting out staff to residents ratio’s in care homes, however all providers of regulated activities have to register with the Care Quality Commission (CQC) and follow a set of fundamental standards of safety and quality below which care should never fall.

    One of the fundamental standards relates to staffing and requires that a provider must have sufficient numbers of suitability qualified, competent, skilled and experienced persons in order to meet the requirements of residents.

    The CQC has a wide range of enforcement powers that it can use if the provider is not does not meet the fundamental standards.
