In the aftermath of the coup attempt we have emphasised the need for Turkey to respect human rights, including press freedom, and the rule of law. It is vital that the Turkish Government’s response to the coup attempt be demonstrably lawful and measured, and undertaken in line with Turkey’s international obligations. The Minister of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) reiterated these messages to senior Turkish interlocutors, including President Erdogan, during his visit to Turkey on 19 October. We will continue to engage with the Turkish Government at all levels on these issues, and to monitor the situation closely.

To ask Her Majesty’s Government whether in assessing the benefits of PFI against conventional procurement they take account of the amount of UK tax paid by PFI investors, as recommended by the Public Accounts Committee in its report of 2011 Lessons from PFI and other projects.

In its response to the Public Accounts Committee report, the Government made clear that it did not agree with the Committee’s conclusion and recommendation.
As set out in the response, HM Treasury stated that the initial appraisal of a project takes into account the additional tax receipts that arise from the use of a privately funded project, compared to a publicly funded project.
Managing Public Money directs procuring authorities to ensure that procurement decisions do not rely on any tax advantage that a particular bid may enjoy because of the tax status of the proposed contactor. Any privately financed option will only be pursued if it is better value for money than the publicly funded alternative.

To ask Her Majesty’s Government how many cancer medicines are expected to be given a conditional approval by the National Institute for Health and Care Excellence in the first year of operation of the Cancer Drugs Fund.

The National Institute for Health and Care Excellence has advised that it is unable to provide a forecast as the number of technology appraisals published during the first year of the new Cancer Drugs Fund (CDF) will depend on a number of factors including the value proposition put forward by manufacturers.
NHS England has advised that it envisages, under the new arrangements for the CDF, that a greater number of cancer drugs will be funded from baseline commissioning. This will be as a consequence of more appropriate pricing arrangements proposed by pharmaceutical manufacturers and better evidence being available through the Fund as to longer term patient outcomes.

The Ministry of Justice does not collect information about the time taken for coroner post mortem examinations, or the number of coroners’ authorisations for burial.
