    To ask Her Majesty’s Government further to the Written Answer by Lord O’Neill of Gatley on 12 May (HL8031), what percentage of diplomatic missions in the UK issued with the annual letters on behalf of the Foreign and Commonwealth Office requesting staff lists with details of all locally engaged staff and private servants replied with full information in 2015.

    The HM Revenue and Customs (HMRC) Embassy team issued 279 letters to the various Embassies and their different sections requesting staff lists for the 2014-15 tax year in September 2015. The requests also ask for details of private addresses and Remuneration. As a result of that letter we received 24 responses. That is an 8% return.

    Article 10 of the Vienna Convention on Diplomatic Relations (VCDR) outlines a mission’s responsibility to keep the host State informed of the arrival and departure of staff. Embassies therefore only have a legal obligation to notify HM Government of their leavers and new starters so we rely greatly on the goodwill of Embassies to supply us with this additional information.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions he has had with the European Commission on the status of British academics wishing to be included in cross-European research project applications funded by the EU.

    I have been in close contact with Commissioner Moedas on the topic of cross Europe research funding. The Commission have been very supportive of the UK perspective that while the UK remains a member of the EU, current EU funding and collaboration arrangements continue unchanged. And as we announced on the 13th August, the Treasury will underwrite funding for approved Horizon 2020 projects applied for before the UK leaves the European Union.

    To ask the Secretary of State for Health, if he will take steps to provide support for (a) junior doctors and (b) other medical staff employed in hospitals who are experiencing stress.

    Employers across the National Health Service are responsible for the health and wellbeing of all their staff. They will provide access to a range of services and support to staff including doctors who feel they are experiencing stress.

    The Department continues to commission NHS Employers to provide advice, guidance and good practice to the NHS on improving staff physical and mental health and wellbeing. This includes an emotional wellbeing toolkit enabling staff to check their own emotional wellbeing and encourage discussion with colleagues. NHS Employers is also working with NHS England who are investing £5 million in a new NHS staff physical and mental health and wellbeing initiative, with the support of Public Health England.

    There are particular additional issues for junior doctors relating to the need for them to move between different hospitals in the course of their training. Health Education England, which is responsible for doctor training arrangements has a programme of work to address these issues. This includes looking at reducing the number of training rotations to help balance doctors’ work and other responsibilities such as family and caring commitments, giving doctors ten weeks’ notice of new placements and reviewing the process for the annual review of competence progression to reduce unnecessary bureaucracy.

    The business case for the Inspiring Science Capital Fund is currently being developed with science stakeholders, and is expected to go through the Department for Business, Innovation and Skills Investment Gateway process within the next two months. No funding can be confirmed until the business case is agreed.

    The Government will shortly publish an updated Violence Against Women and Girls (VAWG) strategy which will set out how we will support all victims of VAWG, including those with mental health needs, those who are homeless or living in poverty and those who have other complex needs, by doing more to prevent these crimes from happening, intervening earlier, and continuing to improve the protection for victims and to bring offenders to justice.

    The Government has already committed £40m for domestic abuse services including refuges between 2016 and 2020, provided a £2m grant to Women’s Aid and SafeLives to support a new domestic abuse early intervention project, protected funding of over £6.4m to 86 female Rape Support Centres for 2016/17, and committed to a further year of funding to support the local provision of 144 Independent Domestic Violence Advisers (IDVAs) and 87 Independent Sexual Violence Advisers for 2016/17.

    Personal Independence Payment (PIP) has been available in Great Britain since April 2013 and will be introduced in Northern Ireland later this year. A person’s nationality is not a consideration when assessing entitlement to PIP; rather it is whether they have a right to reside in Great Britain and whether they have met the presence conditions which are material. Information on the amount of PIP paid to UK and non-UK citizens is not available.
