    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his international partners on Syrian representation at the talks in Vienna on 30 October 2015.

    At the Vienna talks on 30 October Foreign Ministers discussed the crucial role of the Syrians in any political process. The UN has been asked to launch a new political process which will convene Syrian representatives for a political process on future governance, a new constitution and elections. As the Vienna Communiqué noted: “This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.”

    A request has reportedly been filed to allow proceedings against Mrs Yüksekdag but we are not aware of her arrest. As a member of the Turkish Parliament she enjoys immunity from prosecution, which would need to be lifted or given up for her to face trial. Officials from our Embassy in Ankara regularly observe trials in Turkey.

    The £25 million, announced by the Prime Minister in March 2015 to support transition to a reformed scheme, will remain available in 2016-17. We are assessing what can be allocated above and beyond that. We expect to announce our plans for that money once we have a better understanding of what wider scheme reform might comprise following the outcome of consultation.

    The Government is committed to the implementation of the PPF long service cap. Before the primary legislation can be brought into force, a number of changes need to be made to secondary legislation, so that it will operate as expected in all cases. Therefore we cannot, at this time, commit to a particular implementation date.

    Five-year private hire vehicle operator licences were introduced in October 2015. Since that time, local licensing authorities have not made any representations to me on the subject.

    To ask the Secretary of State for Energy and Climate Change, pursuant to the Answer of 11 March 2016 to Question 30208, whether she plans to give Ministerial approval to relax the restrictions of the public sector exit cap on employees of the Nuclear Decommissioning Authority who leave work after 1 October 2016.

    The proposed public sector exit payment cap will apply to organisations classified as being within the public sector by the Office for National Statistics (ONS). This includes the Nuclear Decommissioning Authority’s sites, which are funded by the UK taxpayer.

    It is envisaged that there will be discretion to relax conditions of the cap in exceptional circumstances, for example where there are genuine cases of hardship. This discretion, which would be considered on a case by case basis and which would be subject to Ministerial approval, will be provided for in the exit cap regulations.

    The ‘save and return’ functionality is available in the Universal Credit Full Service because the Full Service has all the security features necessary to safeguard the claimant’s data, by confirming the identity of the returning user.

    To ask the Secretary of State for Education, what steps she is taking to improve participation rates in extended school activities of primary school pupils from disadvantaged backgrounds.

    We want to ensure that all young people get the best start in life, with the opportunity to receive the knowledge and skills, the right advice at the right time, and great, challenging life-shaping experiences that will ensure their future success. We know that effective schools personalise their support for disadvantaged pupils, which can include the use of extended school activities. Schools are free to use the funding they receive, including through the pupil premium, to offer these activities. We have committed to protecting the pupil premium at current rates for the duration of this Parliament, providing £2.5billion of additional funding this year alone to raise the attainment of disadvantaged pupils.

    The Department for Education does not collect information on the amount of funding schools receive from parental contributions for extended school activities or how this affects levels of participation in such activities. It is for schools to set their charging and remission policy. Any charges for extended services cannot exceed the cost of the provision, and in setting their charging policy schools can determine the circumstances where they will remit or partially remit any charges.
