To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to improve national minimum wage enforcement in the shipping industry.

The application of the National Minimum Wage (NMW) for seafarers continues to be considered by the cross-Government working group which is reviewing the implementation of the Equality Act 2010 (Work on Ships and Hovercraft) Regulations 2011.
The Government is working with key stakeholders through this working group to agree and finalise revised guidance on the NMW for seafarers which will be published in spring 2016.
The Government is committed to ensuring that everyone who is entitled to receive the NMW does so, and we have committed to increasing the enforcement budget again this year in order to secure that aim. HM Revenue and Customs will investigate all NMW complaints from workers.

To ask Her Majesty’s Government what assessment they have made of the long-term protections in place for the monies granted under the Cotonou Convention in the 11th European Development Fund.

The European Development Fund (EDF) provides development assistance in accordance with the Cotonou Agreement. The 11th EDF resources are implemented in compliance with the principals of sound financial management and transparency. Every year the accounts of the EDF are scrutinised by the European Court of Auditors (ECA) who perform rigorous annual audits on the EU’s finances. The ECA also review specific programmes and projects for effectiveness and impact.
DFID regularly reviews the work of its partners, including the EU, to ensure that aid is being spent efficiently and appropriately.

The legal profession in England and Wales is independent from government. We want to see an innovative and competitive market that provides people with affordable legal services that they want and need, with regulation that supports the public and consumer interest.
We welcome the Law Society’s survey and will take account of the findings as part of the development of legal services policy.
The legal services regulators have a duty to promote the regulatory objectives set out in the Legal Services Act 2007, including improving access to justice and increasing public understanding of the citizen’s legal rights and duties. The regulators have established the “Legal Choices” website, which provides people with information to help them in deciding whether and how to seek legal advice and the available services they might choose from. The Advicenow website, established by Law for Life, provides information on rights and the law.

To ask Her Majesty’s Government what is the date most recently set for the declassification and release to the National Archives of the papers relating to Lord Denning’s Report on the Profumo affair, published in 1963 (Cmnd 2152).

The Cabinet Office has transferred the papers of Lord Denning’s Report into the Profumo Affair to the National Archives. I refer the noble Lord to their publicly-available catalogue, which states that that they will remain closed until 1 January 2048. This follows a decision by the Advisory Council on National Records and Archives.
This date reflects the fact that individuals mentioned in the Denning files are still alive, and Lord Denning gave assurances to those from whom he took evidence that the papers would never be published.

To ask Mr Chancellor of the Exchequer, how many tax credits were stopped by HM Revenue and Customs during the week commencing (a) 8 and (b) 15 August 2016.

Between 1 August 2016 and 31 August 2016 HM Revenue and Customs (HMRC) automatically stopped 365,483 tax credit claims as a direct result of customers failing to comply with the requirements of the annual renewal process.
Alongside the annual renewal process, HMRC records the number of awards that have been amended, which could be stopped, reduced or increased. Therefore, data showing the total number of claims stopped following a compliance intervention is unavailable.
During the course of the contract, HMRC delegated a total caseload of 2,209,500 cases for high risk renewal checks by Concentrix. Of these 1,635,676 cases were not the subject of further investigation for fraud or error by Concentrix. This amounts to 74% of the total caseload.
The volume of high risk renewals referred to Concentrix are broken down into the three risk categories as follows:
Undeclared Partner: 1,398,908
Work & Hours: 564,983
Child Care: 245,609

To ask the Secretary of State for Northern Ireland, what recent progress her Department has made on cross-border policing arrangements.

Following the Fresh Start Agreement I attended a tri-lateral cross-border Ministerial meeting along with the Northern Ireland Executive and the Irish Government on 21 December. At the meeting, and in accordance with the Fresh Start Agreement, we agreed new measures to enhance law enforcement co-operation aimed at tackling organised crime and criminality, including that linked to paramilitarism. In a concerted effort to tackle cross-jurisdictional organised crime, a Joint Agency Task Force has been announced by the United Kingdom Government, the Irish Government and the NI Executive.
