    To ask the Secretary of State for Transport, pursuant to the Answer of 27 January 2016 to Question 23178, what recent progress the Government has made on planning to enact section 165 of the Equality Act 2010 on alternative means of ensuring that wheelchair users are able to access taxis.

    The Government is continuing to actively consider how best to address problems wheelchair users face when using taxis and private hire vehicles, including the possible commencement of Section 165 of the Equality Act 2010.

    To ask the Secretary of State for Health, what plans his Department has to further investigate the deaths at Gosport War Memorial Hospital; and whether any future inquiry will be statutory in nature.

    On 10 July 2014, my Rt. hon. Friend the Secretary of State for Health announced the establishment of the Gosport Independent Panel, chaired by Bishop James Jones, set up to review documentary evidence held across a range of organisations concerning the initial care of families’ relatives and the subsequent investigations into their deaths in Gosport War Memorial Hospital.

    The terms of reference for the Gosport Independent Panel, agreed with the families of the deceased and those treated, were published on 9 December 2014. In summary the terms of reference are to:

    ― consult with the families of the deceased and of those treated to ensure that the views of those affected are taken into consideration;

    ― obtain, examine and analyse documentation from all relevant organisations and individuals (governmental and non-governmental); and

    ― produce a report which will provide an overview of the information reviewed by the Panel and will illustrate how the information disclosed adds to public understanding of these events and their aftermath.

    The review by the Independent Panel is expected to complete by the end of 2017. Until such time as the findings of the Panel are published the Government does not intend to conduct any further inquiries.

    To ask Her Majesty’s Government on how many occasions (1) in the last tax year for which figures are available, and (2) for each of the tax years since the introduction of Gift Aid, HMRC reclaimed or recovered Gift Aid from an individual because they had mistakenly made a Gift Aid declaration to a charity or had not paid sufficient tax to cover the Gift Aid.

    Around £1.3bn of Gift Aid was paid to charities in 2015/16, the highest year of Gift Aid payments since the scheme began. During 2015/16, HMRC contacted 2,580 individuals where a shortfall was identified in the tax needed to cover the donation. Individual donors are responsible for ensuring they have paid sufficient tax to cover any Gift Aid reclaimed in their donation. No statistics are available for earlier years.

    For immigration purposes children may only be separated from their parents where it is necessary and proportionate to do so and after having regard to the need to safeguard and promote the children’s welfare.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what cost was incurred by her Department as a result of the withdrawal of the CAP-D programme in March 2015.

    CAP-D is a 10 year programme designed to enable the Department to implement the most recent CAP reforms. The programme was not withdrawn in March 2015. There had been some performance issues with the online interface that enables farmers to input data directly, but the core of the new Rural Payments system is working well. Over 88,000 farmers and agents have successfully registered on the system.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will make representations on North Korean women trafficked into China as part of the next UK-China Human Rights Dialogue.

    We remain concerned at the continuing reports of widespread and systematic state sanctioned human rights violations in DPRK, and we continue to press the regime to make progress on improving its appalling human rights record, most recently at a meeting that I had in December with a senior visiting North Korean diplomat.

    We also continue to raise the situation in DPRK with Chinese counterparts. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) raised North Korea’s nuclear programme with State Councillor Yang Jiechi during his visit to China earlier this month, and I raised our human rights concerns with Vice-Minister of the Chinese Communist Party, Chen Fengxiang, in December. We consistently raise our concerns during the UK-China Human Rights Dialogue, particularly on the issue of refoulement (the repatriation of individuals who have left North Korea). We work directly with the Chinese authorities on a number of projects to counter human trafficking which seek to protect the most vulnerable from exploitation, abuse, neglect and violence.

    The UK is considering, with partner nations, how we can best support the new Libyan government, including in terms of capacity building and security sector reform. No decisions have been made about the future deployment of any British military forces to Libya as part of an international coalition force.

    In the last 12 months 8, 34 and 88 complaints have been received at Penarth Jobcentre, Alexander House Jobcentre, Cardiff and Charles Street Jobcentre, Cardiff, respectively.

    The general subjects of complaints were: the relevance of information provided; whether claimants were treated with respect; the fairness of DWP policies; accessibility of the Department’s systems and services; whether it took too long to deliver the service and whether the Department got it wrong.
