    To ask Her Majesty’s Government how many UK citizens have been prosecuted for non-payment of taxes in the last 10 years; and how many of these were prosecuted for avoiding paying £1,000 or less.

    The smallest amount of revenue loss prevented in respect of individuals prosecuted between 2011/12 and 2014/15 is £162. The person prosecuted was a member of aircrew who attempted to bring 600 cigarettes into the UK without declaring them, thus attempting to evade the correct excise duty on them. Aircrew are deemed to hold privileged positions due to their unrestricted airport access and HM Revenue and Customs has a zero tolerance approach to prosecution should they not declare dutiable goods when entering the UK.

    The UKCS Decommissioning Strategy has been prepared and will be published by the Oil and Gas Authority (OGA) shortly. The OGA is working through the Decommissioning, Supply Chain and Exports, and Technology Boards to ensure that the UK industry is ready and capable to undertake and safely deliver decommissioning of the UKCS.

    To ask the Secretary of State for International Development, whether her Department has provided administrative support to WaterAid in each of the last five years; and if she will make a statement.

    WaterAid received over £24million of DFID funding from April 2013 to March 2016. We have so far committed £4.7million in funding for April 2016 to March 2018.

    DFID funding has contributed to WaterAid directly reaching more than 2 million people with safe water and over 3 million people with sanitation in the last year alone. In addition, our Programme Partnership Arrangement (PPA) funding, effective from 2011 until the end of 2016, enabled WaterAid to improve their overall organisational effectiveness by supporting them to develop stronger Monitoring and Evaluation systems; improve their Value for Money framework and supported growth and innovation throughout the organisation.

    To ask the Leader of the House what explanation she has received from the Ministry of Justice concerning its failure to answer by 9 September a Question for Written Answer that was asked on 20 July (HL1379).

    I regularly stress to departments the importance of giving timely answers to Questions for Written Answer. My office immediately approach departments who have not responded to questions after 10 working days, and remain in contact with them until the questions are answered. This process has been followed in both of the cases to which the noble Lord refers.

    In the case of the Ministry of Justice question, I am informed that the delay related the process of transferring it to the right department for response. After discussion it was transferred to the Cabinet Office, who will provide a substantive answer by close of play this week. As regards the Department for Education questions, I am informed that the delay related to gathering complex data spanning a long period and the need to obtain clearance from across government. Both of the questions concerned have now been answered.

    Regarding timely replies more generally, I have recently written to the three departments with the greatest proportion of late responses in the last session and I regularly set out the House’s expectations as they apply to QWAs to my frontbench team. Notwithstanding the cases referenced above, I am pleased to say that the proportion of on-time responses from the Ministry of Justice rose from 74% of questions in 2014-15 to 87% in 2015-16; while the Department for Education answered well over 90% of questions on time in both sessions.

    The British Tourist Authority received a very positive Spending Review settlement, with a stable budget over the next four years for both Britain and England activity, an increase in overall GREAT funding and the new £40million Discover England Fund. The Fund will be administered by VisitEngland and will benefit both domestic and international tourism, making it easier for all visitors to book, access and enjoy our tourism offer.

    Following the floods caused by storms Desmond and Eva,, £1million has also been provided for a promotional campaign to encourage British families to take holidays in the North of England.

    To ask the Secretary of State for Business, Innovation and Skills, what programmes there are for companies who will not be covered by the Apprenticeship Levy to assist with the creation of apprenticeship positions; and if he will make a statement.

    All employers in England will be able to access funding for apprenticeships after the introduction of the Apprenticeship Levy in 2017. We will set out further details about how this will operate in due course, including any programmes available for employers who will not pay the levy.

    We will also continue to offer employers an apprenticeship recruitment service through Find an Apprenticeship on gov.uk. We are continuing the Apprenticeship Grant for Employers (AGE) to support more small firms to take on 16-24 year old apprentices.

    To ask the Secretary of State for Health, pursuant to the Answer of 22 January 2016 to Question 23092, how the figure of 10,000 for the number of additional training places universities will be able to provide by the end of the current Parliament was calculated.

    As announced by the Chancellor in the Spending Review in November 2015, the Government has committed to remove the cap on the number of students studying nursing, midwifery and the allied health professions from 1 August 2017. This will enable universities to offer up to 10,000 new training places for students to start these courses in this Parliament.

    This reflects estimates on the level of unmet demand for places in the current system where, as an example, for nursing, around two out of three nursing applicants who currently apply for a place are turned down.

    The Government is working with health and higher education delivery organisations to determine an appropriate baseline as part of implementing the reforms.

    We have not raised this specific issue with the Government of Israel, although we remain deeply concerned by the terrible human cost, to both sides, of the ongoing Israeli-Palestinian conflict. We have consistently urged both sides to take all measures to prevent the loss of civilian life, and comply with international humanitarian law.
