    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the UN Secretary General’s report on Children and Armed Conflict, published on 2 June 2016, what steps he is taking to engage with (a) the Saudi-led coalition and (b) his counterparts in the UN Security Council on the listing in that report of the Saudi-led coalition.

    We are aware of the UN Secretary General’s annual report on Children in Armed Conflict which was published on 2 June. We note the announcement by the UN Secretary General on 6 June that removed the listing of the Saudi Arabian-led Coalition from the report’s annex, pending the conclusion of a joint review by the UN and Saudi Arabia on the cases and numbers cited in the text. We welcome co-operation between the UN and Saudi Arabia to look in to this matter.

    Ministers are responsible for the answers they give to Parliamentary questions. The practice of providing links or references to published material is long standing. There are currently no plans to update the Guidance to Departments on drafting answers to Parliamentary questions given it was previously updated in the last Parliament.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his international counterparts on establishing a regime of sanctions against nations and other entities which trade with Daesh.

    The UK has led efforts to create and enforce an international sanctions regime to cut off support, including financial, for Daesh and other terrorist groups, underpinned by UN Security Council Resolutions. UN Security Council Resolution 1267 imposes sanctions on individual and groups associated with Al-Qaida and its affiliates including Daesh. In August 2014, under the UK’s Presidency, the UN Security Council adopted Resolution 2170 to restrict Daesh’s financial, trade and recruitment networks, as well as sanctioning individuals. In February 2015, we co-sponsored UN Security Council Resolution 2199, which tightens sanctions on Daesh, and requires all states to prevent the transfer of economic resources to Daesh, including infrastructure. The UK has also worked with other member states to secure EU sanctions listings to target individuals supplying Daesh oil to the Assad regime.

    To ask Her Majesty’s Government how many (1) SO1, and (2) SO2, staff appointments are established at the British Army Headquarters, and of those, how many are gapped or unfilled, excluding short handover periods.

    Army HQ in Andover is currently undergoing reorganisation. There are presently 221 SO1 and 375 SO2 established posts in Andover, but this includes elements of the Army that are not part of Army HQ, including Commander Field Army and parts of Personnel Support Command. Of these, seven SO1 and 13 SO2 posts are gapped. The final structure of Army HQ under the Army Command Review is not expected to be finalised until April 2016 at the earliest.

    To ask the Secretary of State for Health, what steps he is taking to reduce the smoking rate in (a) local authorities in which it is above the English average and (b) other local authorities.

    Local authorities, funded by the Government’s public health grant, have responsibility for providing a programme of tobacco control that meets the needs of their populations. Public Health England provides local authorities with a range of data and tools including the Local Tobacco Control Profiles for England and a local youth smoking mapping tool, to assist local priority setting and support delivery.

    This Government has committed to publishing a new tobacco control plan to further reduce the prevalence of smoking in England. Addressing health inequality and local variation will be a priority of the new strategy. We are working with local authorities to develop this element of the plan to support and empower local action, where tobacco control can be tailored to the unique needs of local populations.

    To ask the Secretary of State for Health, which local authorities will host Think Ahead graduate trainees on placement; and whether he has plans to expand that programme.

    Arrangements are being finalised for the local authorities and National Health Service mental health trusts that will host Think Ahead participants and these partnerships will be announced in due course. Participants in Think Ahead’s first cohort are due to be based in the following regions: Yorkshire, the North East, the Midlands, London, and the South East.

    The Department will make a decision on the future of the programme once an evaluation of the first cohort has been undertaken.

    To ask the Secretary of State for Environment, Food and Rural Affairs, for what reasons the Environment Agency ended its support for the Climate Local programme; and what assessment she has made of the potential effect of this decision on the ability of local authorities to mitigate and adapt to climate change.

    Climate Local is a Local Government Association initiative which was in part supported by the Environment Agency’s Climate Ready Support Service. The Climate Ready Support Service was initiated as a time-limited programme and came to an end in March this year. It is for the Local Government Association and the members of Climate Local to determine its further activities. Adaptation is integrated throughout the work of all Government departments who continue to deliver, alongside local Government and many other organisations, their commitments set out in the National Adaptation Programme.

    To ask Mr Chancellor of the Exchequer, how many tax avoidance cases the General Anti-Abuse Rule Advisory Panel considered in (a) 2013, (b) 2014, (c) 2015 and (d) 2016 to date.

    The General Anti-Abuse Rule (GAAR) was introduced in July 2013, and only applies to abusive tax arrangements entered into from this date.

    This means that it will first apply to income tax returns for the tax year ending 5 April 2014, which must have been filed with HM Revenue and Customs (HMRC) by 31 January 2015.

    For cases to be tackled by the GAAR, HMRC must first enquire into tax returns once they are received, and gather all relevant facts. It is therefore still early in the process of litigation action for cases to be tackled by the GAAR.

    The GAAR Advisory Panel is an external body separate to HMRC. Their independent role means that they do not report the number of meetings held to HMRC.
