    To ask Her Majesty’s Government what is the average waiting time (1) from GP referral to initial specialist surgeon appointment, and (2) from initial specialist surgeon appointment to operation, for a hip replacement in the English regions of (a) London, (b) the South, (c) the Midlands and East, and (d) the North.

    The information is not available in the format requested. The information which is available is from hospital episode statistics (HES), which give a detailed breakdown of individual episodes of care by procedure, including hip replacements. Within HES, it is not possible to link the outpatient and admitted patient datasets to determine if an outpatient appointment is linked to a subsequent hip replacement. It is therefore only possible to show time waited between decision to admit and admission to hospital. A table of this data is attached.

    Those migrants who seek asylum will have their claims considered by the Cypriot authorities on behalf of the Sovereign Base Authorities (SBA). There is no obligation to allow those recognised as refugees to take up residence in the UK.

    To ask the Secretary of State for Health, if he will take steps to equalise access to IVF treatment through the NHS across the country.

    The level of provision of infertility treatment, as for all health services they commission, is decided by local clinical commissioning groups (CCGs) and will take into account the needs of the population overall. The CCG’s decisions are underpinned by clinical insight and knowledge of local healthcare needs. As such, provision of services will vary in response to local needs.

    NHS England expects that all those involved in commissioning infertility treatment services to be fully aware of the importance of having regard to the National Institute for Health and Care Excellence fertility guidelines.

    On 14 December last year I met with stakeholders, together with colleagues from NHS England and Monitor, to discuss the issue of improving the provision of in vitro fertilisation (IVF). The Department along with NHS England and Monitor will be giving further consideration to the scope for improving the commissioning of IVF services.

    To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to prevent scam and nuisance calls exploiting unknowing consumers.

    The Government takes all types of fraud, including those operating through telephones, extremely seriously.

    The Government is taking forward a range of measures to tackle nuisance calls, which will increase consumer protection and choice by strengthening the Information Commissioner’s Office’s (ICO) ability to take enforcement action against organisations that break the law.

    Specific actions include; lowering the threshold under the the Privacy and Electronic Communications Regulation 2003 (PECR) to make it easier for the ICO to take action against organisations that break the law, resulting in £3,420,000 worth of fines issued; and we recently made an amendment to PECR, requiring direct marketing companies registered in the UK, to display Calling Line Identification.

    We believe that UK support to Bahrain’s reform programme is the most constructive way to achieve long-lasting and sustainable reform in Bahrain. While it will take time to see the full results, UK support is having a direct, positive impact on areas of concern. We continue to work with the Government of Bahrain to ensure momentum and progress on its reforms, for the benefit of all Bahrainis. All Foreign and Commonwealth Office programmes that support security reform are carefully considered in line with HMG’s Overseas Security and Justice Assistance Guidance in order to assess and mitigate human rights risks. Our assistance is specially designed to improve human rights standards and strengthen the rule of law in partner countries. These programmes are routinely monitored and evaluated on a quarterly basis to ensure that they are on track for delivery.

    a) Oxford SmartZone smart card evaluation – published in September 2013

    b) Norfolk’s smart card evaluation – published in March 2015

    c) Non-London bus passenger attitudes towards contactless payments – not yet published.
