    To ask the Secretary of State for Transport, how much has been spent from the public purse on rail services per head of population in (a) Ellesmere Port & Neston constituency, (b) the North West, (c) the Northern Powerhouse area, (d) London and (e) England in (i) 2014-15 and (ii) 2015-16.

    Figures on public sector spend on railways per head of population are produced for England and the regions as part of the HM Treasury Country and Regional Analysis (CRA).

    In 2014/15, the latest year for which data are available, public sector spend per head on railways was £93 in the North West, £353 in London and £113 in England.

    Defining the Northern Powerhouse area as the three regions in the north of England (North West, North East and Yorkshire and the Humber), spend on railways per head was £88 in 2014/15.

    Data on spend per head on railways is not available for Ellesmere Port and Neston.

    Tackling violence against women and girls remains a priority for this Government. Allocation of funding for domestic and sexual violence support services is dependent on the outcome of the Spending Review.

    Our Northern Powerhouse initiative aims to redress the imbalance between the North and the rest of the UK, and help the North in reaching its potential through investing across a wide range of areas. This includes spending £13 billion on transport, £46 billion on schools, and £150 billion on health in the North of England over the course of the next Spending Review period.

    To ask the Secretary of State for Health, what steps his Department is taking to work with charities and campaigners on raising awareness and improving prevention of prostate cancer.

    Public Health England (PHE) ran a local pilot campaign in October – November 2014, specifically targeting prostate cancer within Black African-Caribbean men, because of their significantly increased risk of developing prostate cancer. The campaign was delivered in partnership with Prostate Cancer UK and was designed to support their awareness raising activity.

    The campaign ran in six London boroughs – Hackney, Haringey, Newham, Southwark, Lambeth and Lewisham – and was delivered mainly through face to face activity, supported by posters in key outdoor locations and in salons and a programme of targeted public relations.

    PHE will also shortly be re-running the national campaign on “Blood in Pee. Although primarily aimed at bladder and kidney cancer, blood in the urine can also be a sign of prostate cancer.

    To ask the Secretary of State for Transport, what the total cost to Network Rail was of acquiring the ownership of freight sites under Project Mountfield; and what overall revenue received by Network Rail from those sites in 2014-15.

    This was a commercial matter for Network Rail. I understand that the total cost to Network Rail of acquiring the ownership of freight sites under Project Mountfield was £220 million.

    The overall revenue figure for 2014/15 was £5.2 million which represents a 5 month period – November to March – given the transfer of sites occurred in October 2014.

    Network Rail is forecasting this to grow to £16 million per annum by 2017 alongside realising significant operational efficiencies.

    To ask the Secretary of State for Health, what steps his Department is taking to increase the skills of nurses relating to treatment of people with learning disabilities.

    It is the responsibility of the Nursing and Midwifery Council (NMC) to set the standards and outcomes for education and training and approve training curricula to ensure newly qualified nurses are equipped with the knowledge, skills and attitudes to provide high quality patient care. This includes training in awareness of learning disabilities.

    Higher Education Institutions are responsible for ensuring the programmes they provide allow healthcare students to meet the outcomes set out by the NMC upon graduation.

    Health Education England (HEE) has been working with NHS England and other national partners to set out a far-reaching plan to transform services for people with a learning disability, to make significant and lasting improvements to their care and lives. At present, this is particularly focused on supporting the transforming care programme and scaling and spreading the lessons learnt from engagement with fast-track sites.

    The Department has commissioned Skills for Health, Skills for Care and HEE to develop a Learning Disabilities Core Skills Education and Training Framework which will be launched in May and is aimed at all health and social care workers who have not received training in learning disabilities, especially those nurses from other fields of nursing such as adult, children and mental health nurses.

    To ask the Secretary of State for Defence, what priority issues were discussed and conclusions reached at the UK-US bilateral annual stocktake of the UK-US Mutual Defence Agreement on atomic energy matters in April 2016; who attended that stocktake from which organisations; and what the cost was of that stocktake.

    The UK/US Stocktake took place in April 2016 and was hosted by the Ministry of Defence (MOD). UK attendees were from the MOD and the Atomic Weapons Establishment and US attendees from the National Nuclear Security Administration, the Department of Defense, the US Air Force, the US Navy and Department of Energy Laboratories. No priority issues were discussed. As usual, technical and programme updates and discussions of collaborations took place. The costs were approximately £2500.

    Copies of the Government’s published documents on the Referendum are available in the Libraries of both Houses. It is not normal practice to publish letters to members of the public and stakeholders. Costs relating to the Referendum will be accounted for in the usual way in Annual Report and Accounts.

    To ask the Secretary of State for Health, what data exists about the proportion of excess mortality in lower socioeconomic status groups due to smoking-related diseases; whether the forthcoming tobacco control strategy for England will contain measures to address that issue; and when he expects to publish the next tobacco control strategy for England.

    The independent review into health inequalities in England undertaken by Professor Sir Michael Marmot culminated in the publication in 2010 of Fair Society, Healthy Lives. The review identified the most effective evidence-based strategies for reducing health inequalities in England and made the following recommendation:

    “Tobacco control is central to any strategy to tackle health inequalities as smoking accounts for approximately half of the difference in life expectancy between the lowest and highest income groups. Smoking-related death rates are two to three times higher in low-income groups than in wealthier social groups.”

    The new tobacco control plan is currently being developed and Ministers will decide on an appropriate publication date in due course.

    Most of the UK’s existing coal fired power stations are old, relatively inefficient and require investment to reduce the level of damaging pollutants they emit. I expect to consult shortly on unabated coal stations.
