To ask the Secretary of State for the Home Department, for what reasons people who have leave to remain in the UK while seeking permanent residence do not have the right to work.

Those with temporary leave to remain keep the conditions of that leave, including any associated work rights, until a new application is decided.
Those whose leave to remain has already expired do not have permission to work and must normally make an application to regularise their stay within 28 days.

The Government is committed to upgrading all single carriageway sections of the A303 and A358 between the M3 and M5 to dual carriageway standard. In respect of the A303/A30 between Southfields and Honiton, Highways England will assess the options for improvements, including dualling, as part of its South West Peninsula route strategy, for which evidence gathering is underway. All interested parties are encouraged to submit evidence on the performance of this route through the tool at: www.highways.gov.uk/route-strategies.

The UK is the third largest donor to the UN Relief and Works Agency (UNRWA), which is providing basic education and protection for over 230,000 children in Gaza.
As part of the UK’s humanitarian response to the 2014 conflict, DFID activated its £3 million Rapid Response Facility which included support to Handicap International, Plan International and International Medical Corps to provide psycho-social support, child protection and mental health support to children in Gaza.
DFID also provided support to the UN Mine Action Service (UNMAS) who have cleared all UNRWA and 21 Palestinian Authority schools of unexploded ordnance allowing 250,000 students to return to school.

I have participated in general discussions with colleagues, including the Home Secretary, on the resettlement of Syrian refugees in the UK. The Parliamentary Under Secretary of State sits on the Government’s Syrian Refugee Relocation Ministerial Group.
The Home Office are working with local authorities and the Devolved Administrations, including the Northern Ireland Executive, to put in place the necessary arrangements for the resettlement of Syrian refugees. My Department is in regular contact with the Home Office about these matters.

To ask the Secretary of State for Culture, Media and Sport, how many residences classified as social housing (a) do not have access to superfast broadband, (b) have connections slower than 10 Mbit/s and (c) have connections slower than 2Mbit/s; and if he will make a statement.

The Government is on target to deliver access to superfast broadband for 95% of all UK premises – including social housing – by December 2017, and to extend coverage beyond that as far as possible. We do not hold a breakdown of this information by housing tenure centrally, however this investment is benefiting all types of housing, as well as businesses, and we are proud to be delivering on this critical piece of infrastructure as set out in our manifesto.
Currently, superfast broadband is available to almost 90 per cent of homes and businesses in the UK – up from 45 per cent in 2010. Around 5 per cent of UK homes and business are currently experiencing connection speeds below 10 Mbit/s.
Having reduced the proportion of all UK premises with speeds less than 2 Mbit/s substantially from 11% in 2010 to around 1% in December last year, we have now implemented our commitment of having at least 2 Mbit/s per second basic broadband available to all homes and businesses.
All premises which are not currently scheduled to get an increase in speed to at least this level are eligible for a subsidised satellite broadband service that can deliver speeds of 10Mbps or more.
The Prime Minister has also announced the Government’s intention to implement a new broadband Universal Service Obligation (USO) which is set at 10 Mbit/s. This new broadband USO will give people the legal right to request an affordable broadband connection, at a reasonable cost threshold, no matter where they live. We will be consulting on these proposals shortly.

To ask the Secretary of State for Health, what his Department’s spending was on Overseas Development Aid in (a) 2013-14, (b) 2014-15 and (c) the first 10 months of 2015-16; and what the recipient countries of that aid were.

In 2013-14 the Department spent £11.66 million on Official Development Assistance. In 2014-15 the Department spent £11.5 million on Official Development Assistance.
The Department’s Official Development Assistance in 2013-14 and 2014-15 is a proportion of the Department’s assessed contribution or subscription, to the World Health Organization (WHO). The subscription funds our contribution to all the functions of the WHO. The WHO provides the leadership and co-ordination role in global health for all its 194 member countries. As part of this role it provides technical support and assistance on the ground.
WHO is able to use the assessed contribution flexibly to fund its priorities as agreed by the United Kingdom and other member countries. We do not therefore have specific data of individual countries supported through our assessed contribution. However, more specific information on WHO funding flows to regions, individual countries and programmes can be found on WHO’s web portal at:

To ask the Secretary of State for the Home Department, pursuant to the Answer of 15 March 2016 to Question 30235, in how many instances the Kingfisher Unit was used under rule (a) 40 and (b) 42 of the Detention Centre Rules in 2015.

The use of Kingfisher Unit at Yarl’s Wood immigration removal centre for individuals removed from general association is managed in accordance with Rules 40 (removed from association) and 42 (temporary confinement) of the Detention Centre Rules 2001.
For the period 1 January 2015 to 31 December 2015 provisional management information from the service provider, Serco, indicates that the Kingfisher Unit was used on 91 occasions for Rule 40 and 18 occasions for Rule 42. Removal from association under these rules is limited to as short a time as possible.
