To ask the Secretary of State for Transport, what progress his Department has made in reviewing the adequacy of the amount of time allowed for pedestrians to use pedestrian crossings including those crossings out of the scope of the consultation on the Traffic Signs Regulations and General Directions.

Local councils are responsible for setting pedestrian crossing timings with reference to the Department for Transport’s guidance walking speed of 1.2 metres per second.
The Department is conducting a review of the Traffic Signs Regulations and General Directions, which includes all pedestrian crossing types, and once that is complete will consider the need to update the guidance.

To ask the Minister for the Cabinet Office, how much each Government department has allocated to charitable, benevolent or philanthropic institutions to deliver programmes through the Charities Act 2006 to date.

Cabinet Office is investing £470 million over the Spending Review period directly to support charities and voluntary groups. In most cases these payments are made under the Charities Act 2006.

The criteria the Government will be using to assess Strategic Economic Plans and bids for the Local Growth Fund were published in July 2013. There are 3 key criteria: ambition and rationale, value for money and delivery and risk. The most successful LEPs will have strong, deliverable Strategic Economic Plans, evidenced by strong partnership working; robust arrangements for accountability; and effective collaboration across Local Enterprise Partnership geography. These LEPs will earn a greater share of the Local Growth Fund.

The Government is committed to ensuring businesses can access the finance they need for investment and growth.
The Bank of England and HM Treasury announced in November that the Funding for Lending scheme would be focused on lending to businesses to reflect the success that the scheme has had with households. Lending under the Funding for Lending Scheme has totalled over £16bn according to the latest figures.
The British Business Bank is being established to ensure that business finance markets work efficiently and effectively for smaller businesses, and its loan guarantee and investment programmes supported £660 million of lending and investment in 2013 across the UK.
A breakdown of the value of debt finance facilitated to businesses in Bolton North East constituency and England through British Business Bank programmes in the last year is detailed in the table below.

A FAE is the first period of inpatient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number inpatients, as a person may have more than one admission within the period.

The number of episodes where this diagnosis was recorded in any of the 20 (14 from 2002-03 to 2006-07 and 7 prior to 2002-03) primary and secondary diagnosis fields in a Hospital Episode Statistics (HES) record. Each episode is only counted once, even if the diagnosis is recorded in more than one diagnosis field of the record.

4Assessing growth through time (Admitted patient care)
HES figures are available from 1989-90 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006-07) and changes in NHS practice. For example, changes in activity may be due to changes in the provision of care.
Data quality:
HESs are compiled from data sent by more than 300 NHS trusts and primary care trusts in England and from some independent sector organisations for activity commissioned by the English NHS. Health and Social Care Information Centre liaises closely with these organisations to encourage submission of complete and valid data and seeks to minimise inaccuracies. While this brings about improvement over time, some shortcomings remain.

To ask Mr Chancellor of the Exchequer, what estimate his Department made before the 2012 Budget of the number of properties valued at more than (a) £2 million and (b) £5 million.

The number of residential properties in the UK valued at more than £2 million was estimated before Budget 2012 to be around 55,000.
Before Budget 2012, an assessment of the average annual payment required from each property above £2 million in order to raise a net sum of £2 billion per annum was not made.
On 1 July 2013, during Report stage of the Finance Bill, I referred to “a simple calculation arrived at by dividing £2 billion by 55,000 (an internal HMRC estimate of the number of properties valued at over £2 million) to give a ‘mean’ average of £36,000.”
A so-called mansion tax would depress stamp duty land tax and inheritance tax yields. The exact impact would be dependent on the rates and bands chosen.
