To ask the Secretary of State for Transport, when he plans to announce the findings of the Green Paper on improving the safety and reducing risks to young drivers.

The safety of young people on our roads is very important to us. Too many young people die, too often; we are wrestling with how to make things safer, while not unduly restricting the freedom of our young people. We want young people to be able to get to work and training, to education and to leisure activities, and we want them to do so safely. We are finding this a difficult balance, with passionate voices on both sides.
On 27 January 2014, we held a meeting with the insurance industry and agreed the Department would commission new research into how telematics can change the behaviour and attitudes of learner drivers. We look forward to insurance companies sharing their data so that we can undertake this research.
We are also in the process of undertaking some focus groups with parents, young people and employers to get a better understanding of the issues from their perspective.

To ask the Secretary of State for Work and Pensions, for what reasons the three year wage subsidy for former Remploy disabled employees transferring to a new employer was not available for new businesses set up for the purpose of employing disabled people formerly employed by Remploy.

The Government agreed to a transitional time limited wage subsidy, for all disabled workers that TUPE to a new employer as part of Remploy’s commercial process, to support the ongoing employment of Remploy disabled workers.
For all disabled former Remploy workers made redundant as a result of factory closures, the Government agreed that the best support to help them find a job was to put in place the £8 million guaranteed People Help and Support Package (PHSP) providing help for up to 18 months. As at 21 March 2014, 1,513 disabled former Remploy workers are choosing to work with our Personal Case Workers to find another job and 716 are in work.
The PHSP includes one to one support from a Personal Case Worker to identify suitable help to find work including access to advice and support to set up a business. This includes the Community Support Fund, which has provided financial support for former disabled Remploy workers to help them use existing skills and expertise to set up three new small businesses in Aberdeen, Stoke and Worksop. In addition, three other Community Support Fund projects are being used to set up small businesses in Birkenhead, Leeds and Newcastle.

To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to encourage primary school children to become active and involved in local sports organisations.

Over 17,500 schools are voluntarily taking part in the Sainsbury’s School Games—over 70% of all schools in England—including approximately 13,000 primary schools. Participating schools can choose from sports formats developed by 31 National Governing bodies for sport. Schools are supported by 450 School Games organisers across the country, who are connecting School Games to community sports clubs to help ensure activity is sustained beyond school.
In addition, through the primary PE and sport premium, we are investing over £450 million across government (up to and including the academic year 2015/16) to improve physical education and sport in primary schools. Heads are free to choose how they use the funding to secure the greatest impact, which may include working with local sports organisations and/or increasing pupils’ participation in the School Games.

To ask the Secretary of State for Health, how many abortions were performed for foetal abnormality in each of the last five years which were reported to a foetal abnormality register but were not notified through the submission of an HSA4 abortion notification form to the Chief Medical Officer.

Results from a matching exercise undertaken on the 2011 and 2012 data between the abortion notification forms and NDSCR records were published on 23 May 2014 entitled Matching Department of Health abortion notifications and data from the National Down’s Syndrome Cytogenetic Register and recommendations for improving notification compliance. No matching exercise was undertaken for the years 2008, 2009 and 2010. A copy of the report has been placed in the Library. It is also available at:

To ask the Secretary of State for the Home Department, what discussion she has had with Ministers in the Scottish Government on transitional arrangements to cover the potential gap between the UK Government opting out of EU justice measures and negotiating its re-entry into specific measures.

The Government is clear that there is no need for there to be an operational gap after 1 December, and is negotiating on that basis. Other Member States support the UK position and are keen for this process to be concluded as swiftly as possible to provide certainty for all involved.
The Government has engaged with the Devolved Administrations throughout this process at Ministerial and official level. The Immigration and Security Minister (James Brokenshire) visited Edinburgh last year, where he met the Scottish Cabinet Secretary for Justice Kenny MacAskill, representatives from the Association of Chief Police Officers Scotland and the Lord Advocate Frank Mulholland QC. I plan to visit Edinburgh to discuss this matter further later this year.
